Dienbien.gov.vn – On the morning of March 20, at the Provincial Citizen Reception Office, Chairman of the Provincial People's Committee Le Thanh Do chaired a regular citizen reception session. Attending the citizen reception session were representatives of the Provincial Party Committee's Internal Affairs Committee, the Provincial Inspectorate, the Provincial People's Committee Office, the Department of Natural Resources and Environment, the Dien Bien Phu City People's Committee, and the Provincial Citizen Reception Committee.

Comrade Le Thanh Do, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee spoke at the citizen reception.

At the citizen reception, the Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee received 3 citizens regarding the petition for granting land use right certificates.

After listening to Ms. Nguyen Thi Gioi (Group 1, Muong Thanh Ward, Dien Bien Phu City), the authorized representative of citizen Pham Huu Thang, present and propose to consider and calculate land use fees for citizens according to the value at the time of the land allocation decision (2011); issue land use right certificates to citizens; handle the responsibility of units and individuals who have violated the law, leading to the rights of citizens being affected, and compensate for the difference in value. After listening to the content of the citizen's presentation, as well as the opinions of relevant agencies and the explanation of the leaders of Dien Bien Phu City. Comrade Le Thanh Do - Chairman of the Provincial People's Committee requested that the People's Committee of Dien Bien Phu City seriously learn from experience in directing the Tax Department and the Land Management Office on the regulations for coordination and information exchange. At the same time, the People's Committee of Dien Bien Phu City issues land use right certificates to citizens and is responsible for handling late payment without subjective reasons of the family, so the family does not have to pay late payment fees according to the provisions of Point b, Clause 2, Article 20, Decree No. 45/2014/ND-CP.

Regarding the content of citizen Do Van Hung (Group 10, Thanh Truong Ward, Dien Bien Phu City) requesting consideration of the petition on land allocation and settlement of compensation and support policies when the State reclaims land to implement the National Highway 12 upgrading project and build resettlement areas in Thanh Truong Ward, Dien Bien Phu City since 2011. Regarding this content, Chairman of the Provincial People's Committee Le Thanh Do welcomed and highly supported the families who have exemplaryly complied with and supported the City People's Committee in the work of site clearance to implement the National Highway 12 upgrading project. At the same time, the People's Committee of Dien Bien Phu City needs to seriously draw profound lessons in resolving citizens' petitions and the responsibilities of agencies and organizations in site clearance. For citizens: Tran Thi Chiem, Lo Thi Thanh Mai, Bui Van Khue, comrade Le Thanh Do, Chairman of the Provincial People's Committee requested the People's Committee of Dien Bien Phu city to base on the results of the land allocation draw conducted in 2011 and immediately carry out the procedures for granting the Certificate of Land Use Rights according to the drawn location; regarding financial obligations, calculate and convert according to the provisions at Point b, Clause 2, Article 20, Decree No. 45/2014/ND-CP. Particularly for citizen Do Van Hung: There is a decision on land allocation but there is no land fund in the field to be allocated to the citizen, the Chairman of the Provincial People's Committee assigned the People's Committee of Dien Bien Phu city to review the location and boundary in the field according to the land allocation decision in 2012, if there is any, it will be allocated to the citizen, if there is no land fund in the field, it is not in accordance with the planning, the decision on land allocation will be cancelled and the land will be reassigned to another location in accordance with the planning; on financial obligations applicable at the time of land allocation decision (2012).

Also at the citizen reception session, Chairman of the Provincial People's Committee Le Thanh Do received the petition of citizen Mao Xuan Ky (Phieng Bua village, Noong Bua ward, Dien Bien Phu city) requesting the People's Committee of Dien Bien Phu city to consider allocating to his son Mao Xuan Hung a resettlement plot with land use fees collected without auction. Regarding this content, Chairman of the Provincial People's Committee Le Thanh Do assigned the People's Committee of Dien Bien Phu city based on the provisions of Article 25, Decree No. 47/2014/ND-CP, based on the actual land fund to allocate to Mr. Mao Xuan Ky 01 additional plot of land with land use fees collected without auction to allocate land and collect land use fees according to current regulations./.
