Regarding the case of '4 diseases requiring confirmation of 1 disease' in Quang Nam, on December 25th, the Quang Nam Provincial Department of Health issued công văn (official document) No. 3497 updating 914 disease names according to ICD-10 codes corresponding to 42 diseases in Resolution 29.

However, after reviewing document No. 3497, the leaders of the Quang Nam Provincial People's Committee continued to request this department to strengthen its sense of responsibility in advising and implementing assigned tasks.

Vice Chairman of the Quang Nam Provincial People's Committee Tran Anh Tuan further requested the department to urgently inspect, review, and compile detailed statistics of specific disease names and codes according to the Central Government's regulations (ICD-10) for each category of serious illnesses (42 serious illnesses stipulated in Resolution No. 29).

The leaders of Quang Nam province requested that the list of diseases be linked to a priority level from severe to mild, in order to guide localities and medical facilities in implementing the directives of the Quang Nam Provincial People's Committee at the previous review meeting.

"No vague, non-specific instructions like those in document No. 3497," the Quang Nam provincial leader demanded.

In document number 3497, the Department of Health updated 914 disease names according to ICD-10 codes, corresponding to 42 diseases in the appendix of this resolution.

For cases with complete documentation and a confirmed diagnosis falling within the 42 disease groups and types listed in the appendix of Resolution No. 29, which essentially comprises 914 disease names according to ICD-10 codes, the Department of Health requests that healthcare facilities in the area guide the Departments of Labor, War Invalids and Social Affairs in districts, towns, and cities to advise the competent authority to decide on appropriate policies for the beneficiaries.

The resolution is extremely humane, but its implementation is complicated.

According to Mr. Tran Anh Tuan, Vice Chairman of the Provincial People's Committee, Resolution 29 of the Provincial People's Council is a policy with extremely humane significance.

The resolution was developed with the aim of supporting social welfare beneficiaries and other disadvantaged groups to receive social assistance policies in the province.

However, during the implementation process, there were still some difficulties and obstacles, causing inconvenience and affecting the rights of the people.

Mr. Tran Anh Tuan requested that focus be placed on identifying specific disease names within the list of 42 life-threatening diseases, and providing guidance and training to agencies, units, and localities for timely and coordinated implementation…

Furthermore, the current application procedures are still inefficient, causing difficulties for communes and wards in implementing policies for the people.

The Secretary of the Quang Nam Provincial Party Committee requested a report before December 31st.

The Quang Nam Provincial Party Committee also sent a document to the Quang Nam Provincial People's Committee, conveying the instructions of the Provincial Party Secretary requesting an investigation and report on the handling of the content mentioned in the article "Strange story in Quang Nam: out of 4 diseases, only 1 must be confirmed to comply with the resolution" on Tuoi Tre Online.
