The document was sent after the school's Science and Training Council reported to the Party Committee and Board of Directors about the Council's extraordinary meeting to implement the process of introducing members to join the 2025 Basic Professor Council yesterday (May 5).

The school principal also had a working session with Prof. Dr. Ngo Minh Xuan, Chairman of the school's Science and Training Council and a representative of the Office of the School's Professors' Council on checking the school's Science and Training Council's vote of confidence in candidates at the meeting on April 23.

Associate Professor, Dr. Nguyen Thanh Hiep sent an urgent document to the Government Inspectorate regarding the election of the Faculty Council.

In a document sent to the Government Inspectorate Office, the Ministry of Education and Training and the State Council of Professors, the Principal of Pham Ngoc Thach University of Medicine stated that through studying the report dated May 5, the Minutes of the meeting of the School's Science and Training Council on April 23 and the results of the Council's vote of confidence in candidates at the meeting on April 23, Pham Ngoc Thach University of Medicine found the following issues:

The Council did not publicly discuss and evaluate each candidate's profile according to the nomination criteria for the 2025 Basic Professorial Council, but proposed a secret ballot, which is not included in the provisions of Decision 37/2018/QD-TTg dated August 31, 2018 of the Prime Minister.

The Council conducted secret ballots to select candidates without publicizing the voting principles and procedures. Notably, the Council meeting on April 23 was attended directly by two vice principals, Phan Nguyen Thanh Van and Nguyen Dang Thoai, who have many years of experience participating in the Scientific Council.

The Council eliminates qualified candidates to join the 2025 Basic Professor Council, especially when the major has candidates for the title of associate professor.

The Council did not publicly announce the list of candidates on the school's website as prescribed before submitting it to the principal for decision; in particular, it did not follow the principal's instructions in Official Dispatch No. 1250/TĐHYKPNT-VPT dated April 29, 2025. In addition, the vote of confidence was not stamped as prescribed.

The minutes of the school's Science and Training Council meeting on April 23 were not approved at the meeting and contained many contents inconsistent with the report on May 5.

With the implementation method of the school's Science and Training Council and the above results, Pham Ngoc Thach University of Medicine has directed the Legal Inspection Department to advise on the establishment of an Inspection Team for the School's Science and Training Council in advising on the establishment of the school's Faculty Council in 2025.

Pham Ngoc Thach University of Medicine respectfully submits a report and requests written instructions from superior agencies so that the school has a basis to promptly consider the titles of professor and associate professor in 2025.

Previously, the school principal sent an urgent document to the State Council of Professors and the Ministry of Education and Training. In the latest document sent to the Government Inspectorate, the school emphasized a number of specific issues such as: The meeting on April 23 was attended by two experienced vice principals in the Scientific Council; The voting process was not transparent, the vote of confidence did not ensure the prescribed form; The meeting minutes were not officially approved and there were many points that were inconsistent with the report on May 5. Notably, some qualified candidates were eliminated, while the related major had people considering the title of associate professor.
