According to the Management Board of Le Thanh Apartment, at 6:25 p.m. on October 29, a resident on the 9th floor of Block B of Le Thanh Apartment (An Duong Vuong Street, An Lac Ward, Ho Chi Minh City) heard a fire alarm and then it went off. He then discovered that the hallway lights were off. Seeing smoke in the electrical engineering room, this resident called the apartment's security department to report the incident.
The Management Board representative said that after discovering the incident, security guards and technical staff checked and discovered that the fire had spread to the electrical engineering room on the 10th and 11th floors of block B, so they continued to control the fire in these rooms and cut off the power to the entire apartment building.
At this time, the fire police force and local police also arrived at the scene to check and handle the fire, and at the same time check the elevator area, emergency exits, and houses to conduct rescue. At about 7:00 p.m. the same day, the fire was basically extinguished but there was still a lot of smoke on the 9th, 10th and 11th floors. Residents also moved to the ground safely.

In the minutes of the incident, the Management Board of Le Thanh Apartment said that, according to the technical staff, the fire protection system of the apartment building had stopped working due to the impact of the above incident.

According to the technical staff, the fire did not cause any human casualties, but many electrical wires in the electrical engineering rooms on the 9th, 10th, and 11th floors were burned (causing a power outage to the entire public electrical system on the above floors). The fire protection system of the apartment building was also affected and stopped working.
Ms. KM, a resident of Le Thanh Apartment, shared that when her family saw smoke coming up and received information via Zalo group, they started to escape by the stairs. When they reached the lobby, the family asked the security guard to use the loudspeaker, but after that, they did not hear the fire alarm.

Ms. NM, a resident of Le Thanh apartment building, shared that everyone did not hear the fire alarm or loudspeaker, so they were very confused.
