Regarding the case of Tien Phong newspaper reporting that Mr. Do Duc Manh, a former teacher at Trung Son Tram Primary School (Son Tay town), beat a security guard, "sexually solicited" a female teacher, and repeatedly violated teacher ethics, Mr. Tran The Cuong, Director of the Departmentof Education and Training of Hanoi City, said that the viewpoint of the Hanoi Department of Education and Training is that cases of violations of teacher ethics must be strictly handled according to regulations.
Analyzing from a legal perspective, Lawyer Nguyen Hai Lang (Hong Hanh Van Canh Law Firm) said that the appeal court's decision to cancel the decision to force Mr. Do Duc Manh to quit his job needs to be reconsidered.

Mr. Do Duc Manh is a physical education teacher, not holding a management position at Trung Son Tram Primary School, and has been officially promoted to civil servant since 2012. Lawyer Hai Lang affirmed that the principal of Trung Son Tram Primary School has enough authority to force Mr. Do Duc Manh to resign. Lawyer Lang cited Clause 2, Article 31, Decree 112/2020/ND-CP, which stipulates that the head of a public service unit managing civil servants has the right to discipline and decide on disciplinary measures for civil servants who do not hold a management position and does not specify whether the service unit is granted autonomy or the service unit has not been granted autonomy.
The lawyer said that the Hanoi People's Court's decision that the Chairman of the Son Tay Town People's Committee has the authority to handle disciplinary action because the school has not been granted autonomy is baseless.

Violation of professional ethics and safety in education
Lawyer Hai Lang said that the decision to force teacher Do Duc Manh to quit his job was completely necessary and appropriate to the specific nature of the pedagogical environment. The lawyer emphasized: The act of assaulting a security guard right at school is not only a personal violation but also a direct violation of professional ethics and safety in education. This cannot be considered a "normal collision" because the perpetrator is a teacher and the place is a place to train personality.
Regarding the handling of Mr. Do Duc Manh, Lawyer Hai Lang proposed that the Board of Directors of Trung Son Tram Primary School should carry out the necessary procedures to request review according to the cassation procedure, control the entire disciplinary records and send a petition to the Hanoi Department of Home Affairs to re-implement the disciplinary handling process according to regulations.
Previously, at the appeal hearing on May 14, 2025, the Hanoi People's Court decided to accept the lawsuit of Mr. Do Duc Manh, a former teacher at Trung Son Tram Primary School (Son Tay town). The Hanoi People's Court requested to cancel the disciplinary decision to force him to quit his job and restore his legal rights and interests.
The verdict has left many teachers and parents of the school concerned. The People's Committee of Son Tay town has also issued a document recommending this matter.
A representative of the People's Committee of Son Tay town said that the town has sent a request to the People's Court of Hanoi regarding the "dispute over the case of disciplinary action of forced dismissal" between the two parties.
Accordingly, the Town People's Committee assigned the Son Tay Town Inspectorate to verify the incident. The inspectorate determined that Mr. Manh had beaten students and teachers, and skipped classes without reporting. Notably, in 2018, Mr. Manh had harassed Ms. H. (a teacher at the school). In addition, the inspectorate determined that two teachers had also said that they had been "sexually harassed" by Mr. Manh.
In particular, in 2023, Mr. Manh beat and cursed Mr. Phung Duc Chung, a school security guard, resulting in Mr. Chung being hospitalized for a traumatic brain injury and concussion.
Trung Son Tram Ward Police also commented: "Mr. Manh's behavior is dangerous to society and must be strictly handled by law to deter and educate Do Duc Manh."
