Principal calls teacher a 'call girl': What are the district's test results?

On April 24, the People's Committee of Quan Hoa district (Thanh Hoa) sent an official dispatch to Tuoi Tre newspaper, announcing the inspection results and directing the handling of the content reflected in the article 'Principal said teacher was a 'call girl', district took action'.

According to the content of Official Dispatch No. 870, dated April 24, signed by Mr. Nguyen Duc Dung - Chairman of Quan Hoa District People's Committee, implementing the instructions of the Thanh Hoa Provincial Party Committee Office, the Thanh Hoa Departmentof Education and Training related to the principal of Trung Son Kindergarten through the article "The principal said the teacher was a "call girl", the district took action" published on Tuoi Tre Online on April 1.

On March 14, the Chairman of the People's Committee of Quan Hoa district decided to establish a team to inspect teaching and learning activities, implement democratic regulations, and implement policies and regimes at Trung Son Kindergarten. The district's inspection results showed that:

Regarding the content of the reflection that Ms. Le Thi Hue - Vice Principal in charge of Trung Son Kindergarten (in 2021, currently the principal of this school - PV) said that the teacher was a "call girl".

On November 26, 2021, Trung Son commune officials called Ms. Ha Thi Dua - at that time the vice principal of Trung Son Kindergarten, in charge of nutrition - to inform that an inspection team from the province and district would come to inspect food safety at the kindergarten.

Mrs. Dua sent 3 school teachers to have dinner with the working group.

Ms. Le Thi Hue - vice principal in charge of Trung Son Kindergarten - was not informed about the food safety inspection plan.

On November 27, 2021, Ms. Hue talked on the phone with the teacher: "Yesterday, you went to dinner with the group. Are you girls for hire?"

On December 3, 2021, the Trung Son Commune Party Committee requested Ms. Hue to review and learn from her mistakes. After being reminded, Ms. Hue apologized to the teachers and was accepted.

"The content of Ms. Hue's statement is substandard, violating the professional ethics of teachers, stipulated in Clause 4, Article 6 of Decision 16/2008 of the Ministry of Education and Training regulating teachers' ethics; violating Clause 2, Article 5 of Circular No. 06, dated April 12, 2019 of the Ministry of Education and Training regulating the code of conduct in educational institutions" - the conclusion of the People's Committee of Quan Hoa district clearly stated.

Regarding the content reflecting on the payment of nanny allowance for the 2021-2022 school year, this school year Trung Son Kindergarten paid nanny allowance of 12 million VND to Ms. Luong Thi Huyen.

However, Ms. Luong Thi Huyen did not have a working contract at the school at the time of payment of the above amount. The payment of the above amount is contrary to the provisions of Clause 3, Article 18 of the 2015 Budget Law.

Handle the case seriously

Based on the results of the case verification, on April 21, the Chairman of Quan Hoa District People's Committee directed the handling of responsibilities and financial violations at Trung Son Kindergarten.

Quan Hoa District People's Committee has reported to the Standing Committee of Quan Hoa District Party Committee to handle responsibilities according to management authority for Ms. Le Thi Hue - principal of Trung Son Kindergarten.
