The Nguyen Dynasty throne encroachment case: Two options for establishing a council for restoration

On May 28, the People's Committee of Hue City sent a document to the Ministry of Culture, Sports and Tourism (MCST) asking for opinions on establishing a national council to assess the situation and propose a plan to preserve and repair the national treasure, the Nguyen Dynasty throne, after it was damaged by a "rebel".

According to the Hue City People's Committee, current regulations do not have specific guidelines on establishing a council to assess the status and propose plans for preserving and repairing national treasures. Therefore, in order to scientifically and comprehensively assess the status as well as propose appropriate and effective preservation and repair plans for the national treasure, the Nguyen Dynasty throne, the Hue City People's Committee proposes two options for establishing a council.

The first option is that the Ministry of Culture, Sports and Tourism presides over the establishment of the council, the second option is to have a document agreeing to authorize Hue to preside over the establishment of the council. At the same time, direct and provide specific instructions on the contents to facilitate the implementation process.

The Department of Culture and Sports of Hue City also advised the People's Committee of Hue City to invite 11 members to join the council. These are representatives of cultural management agencies, professional agencies, and prestigious in-depth research experts in the field of cultural heritage and restoration of antiques in Hanoi, Ho Chi Minh City and Hue.

Mr. Phan Thanh Hai, Director of the Department of Culture and Sports of Hue City, said that discussions had been held and experts had agreed to participate. It is expected that when the Ministry of Culture, Sports and Tourism finalizes the plan to establish the council, a meeting will be held this weekend.

According to Mr. Hai, after receiving the council's opinion, the Department of Culture and Sports will report to the Hue City People's Committee and the Ministry of Culture, Sports and Tourism for comments on the implementation plan. With the plan approved by the competent authorities, the department will request the Hue Monuments Conservation Center to implement it with the participation of artisans and close supervision to evaluate the technique, aesthetics, quality, etc.

According to some experts, along with restoring the treasure this time, the council should also consider preserving the damage to the Nguyen Dynasty throne at the time of building the treasure dossier.

Previously, at 11:55 a.m. on May 24, Ho Van Phuong Tam (born in 1983; from Hue City, currently residing in Binh Tan District, Ho Chi Minh City) showed signs of "mental disorder", bought an entrance ticket to the Hue Imperial City and then entered the Thai Hoa Palace area, where the Nguyen Dynasty throne was located. Here, Tam climbed over the protective fence of the throne inside the palace, sat on the throne and made wild words and actions. The subject used his hand to break the left armrest of the throne and smashed it, causing the armrest to break into many pieces.

The damaged Nguyen Dynasty throne, dating from 1802-1945, was recognized as a National Treasure in 2015. This throne was crafted under King Gia Long (1802-1819), and was then used throughout the 143 years of the dynasty, spanning 13 kings, ending with King Bao Dai, who abdicated in 1945.

According to records, the wooden throne weighs about 60 kg, consisting of 2 parts: the throne and the throne base; above is a canopy. The throne is 87 cm long, 72 cm wide, and 101 cm high. The base is 118 cm long, 90 cm wide, and 20 cm high.
