Son Hai Group case: Binh Phuoc considers proposal to re-evaluate bidding

Relevant departments and branches are advising the People's Committee of Binh Phuoc province to consider the proposal to establish an independent interdisciplinary expert team to re-evaluate the bid of Son Hai Group.

On the afternoon of May 28, responding to reporters of VTC News Electronic Newspaper, a representative of the People's Committee of Binh Phuoc province said that they had received a petition from Son Hai Group regarding the construction package of the Ho Chi Minh City - Thu Dau Mot - Chon Thanh expressway, the section passing through Binh Phuoc province.

Regarding the proposal to establish an independent interdisciplinary expert team with the investor and the bidding party to re-evaluate the bidding documents (E-HSDT), relevant departments and branches are consulting the People's Committee of Binh Phuoc province for consideration and handling.

In addition to sending it to the People's Committee of Binh Phuoc province, Son Hai Group also sent this set of documents to relevant authorities. At the same time, it was publicly posted on the group's Facebook page with a blue tick.

In the petition, Son Hai Group reflected a number of shortcomings related to the contractor selection process in a transport infrastructure construction package in the province.

Specifically, the group discovered inconsistencies between the bidding document requirements and the E-HSDT evaluation method in the bidding package for the construction of the Ho Chi Minh City - Thu Dau Mot - Chon Thanh Expressway (section through Binh Phuoc). The group believes that the investor's selection of contractors is not in accordance with E-HSMT and legal regulations on bidding, affecting the company's interests and reputation and causing waste to the State budget.

Therefore, Son Hai Group requests the People's Committee of Binh Phuoc province to inspect and review the capacity of the members of the E-HSDT evaluation expert team; establish an independent interdisciplinary expert team with the investor and the bidding party, to re-evaluate the E-HSDT of the above bidding package to ensure the goal of the bidding work is competition, fairness, transparency and economic efficiency.

Notably, the document of Son Hai Group mentioned the information: Through checking the information of the members of the expert team on the "Bidding Certificate" system page, the enterprise discovered that Mr. Vu Ngoc Tru - Head of the expert team (bidding practice certificate No. C01.14.6586 - C) expired on October 18, 2023.

The Group believes that the investor is using an E-HSDT evaluation consulting unit with personnel who do not meet the legal regulations to evaluate E-HSDT, which is against the regulations. Therefore, it is necessary to review the accuracy and reasonableness of the E-HSDT evaluation results in the evaluation reports of the expert team.

"In addition to sending a petition to the competent authority, we will send a document to higher authorities to report the incident," Son Hai Group's document stated.

Meanwhile, responding to VTC News reporter, Mr. Dinh Tien Hai - Director of Binh Phuoc Province Construction Investment Project Management Board, the project investor affirmed that there was no such thing as Mr. Vu Ngoc Tru using an expired practice certificate.

"A practice certificate is valid for 5 years and is reissued once. Mr. Tru's certificate was just reissued in 2023," said Mr. Dinh Tien Hai.

After the information that Mr. Vu Ngoc Tru's practice certificate was still valid, Son Hai removed information related to the incident from the group's Facebook page.
