The case of 'paying full amount before providing emergency care' in Nam Dinh: Medical staff temporarily suspended for verification

On May 5, the Nam Dinh Provincial Department of Health issued a report regarding the examination and emergency care for a 4-year-old child who was involved in a traffic accident in a clip accusing the hospital of 'paying full payment before providing emergency care'.

Hospital confirms receiving emergency care even though hospital fees have not been paid

According to the report of the Department of Health of Nam Dinh province, at 4:03 p.m. on May 3, Nam Dinh General Hospital received patient MTA (4 years old) who had a traffic accident. The child was brought to the emergency room by 2 other people in a state of alertness, crying, no bleeding wounds, abrasions in the left lower abdomen, and scratches on the right elbow.

I was examined at the orthopedic trauma emergency clinic and the general surgery emergency clinic, the initial diagnosis was closed chest and abdominal trauma due to a traffic accident.

Then I was assigned tests, abdominal CT-Scanner, chest CT-Scanner, chest X-ray, abdominal ultrasound, blood test.

After performing paraclinical tests, the child was diagnosed with multiple injuries, closed chest trauma, closed abdominal trauma due to a traffic accident and continued to receive emergency treatment, resuscitation, fluid infusion, and pain relief.

At 5:45 p.m. on May 3, TA was transferred to the National Children's Hospital.

According to the initial report, when the child was brought in for examination (at 4:03 p.m.), there were no documents. The child was examined immediately (although he had not registered for examination and paid) and was assigned to do paraclinical tests.

Medical staff suspended for clarification

After that, the hospital staff guided the person accompanying the child to register for administrative procedures. During the examination, ordering of paraclinical tests and treatment, this person paid an advance payment of 500,000 VND.

Hospital staff performed administrative procedures on the Hospital Management Software System so that TA did not have to pay an additional deposit. Medical staff communicated with each other to perform administrative procedures for the child.

In it, two medical staff discussed the amount of hospital fees. One of the two staff said "500 is not enough".

During this exchange, the person who brought TA to the hospital (the person filming ) stood near the group of medical staff.

At around 5pm, the child's parents arrived, the emergency team discussed the child's condition with the family and the family agreed with the hospital's treatment plan to transfer the child to a higher level. The child was transferred to the National Children's Hospital.

Nam Dinh General Hospital has accepted responsibility for the incident. Initially, the hospital has suspended a number of medical staff to clarify the incident.

The verification team is continuing to verify and work with a number of related individuals to clarify the incident; continue to review the emergency reception and treatment process for TA in particular and the emergency, medical examination and treatment process in general; continue to improve the spirit, communication attitude and medical ethics of medical staff. Violations will be strictly handled according to regulations.
