On the morning of November 6, in Vinh Hy Bay area - where hundreds of fishing boats, tourist canoes, floating restaurants and aquaculture cages are gathered, functional forces of Vinh Hai commune urgently deployed measures to prevent storm No. 13.

Officers and soldiers of Vinh Hai Border Guard Station coordinated with the Commune People's Committee to propagate to the owners of raft houses to move to safe shelters.

Previously, the People's Committee of Vinh Hai commune held an urgent meeting with departments, branches, organizations and 15 village management boards to deploy storm response plans, carefully review each vulnerable area, points at risk of landslides and flooding. By the morning of November 6, the whole commune had completed the call for 189 fishing boats with 525 workers to safe anchorage, 89 inland waterway vehicles and 7 floating restaurants in Vinh Hy bay were reinforced and securely anchored. The local government also temporarily suspended all tourism and sports activities at sea and allowed students to stay home from school to ensure safety.

At the same time, Vinh Hai Border Guard Station mobilized 100% of its staff, established working groups to coordinate with the commune authorities to inspect, propagate, and mobilize people to leave the dangerous area. Major Hoang Xuan Truong - Political Commissar, Vinh Hai Border Guard Station said: "Coordinating with the local authorities, we called on all 89 inland waterway vehicles and fishing boats to enter safe shelters; at the same time, we sent teams to coordinate with the locality to request the owners of rafts and vehicles to sign a commitment to 100% enter safe storm shelters. Particularly, working groups on duty at Vinh Hy Bay, Thai An Beach, My Hoa to check the anchoring positions, avoiding collisions between ships. By the morning of November 6, all boats and rafts in the area had been anchored stably, there were no more cases of people staying on rafts."

In Vinh Hy Bay area, the rain started to fall heavily from 9am. Under the pouring rain, the militia, the Commune People's Committee and the border guards remained at the scene, making a final check of the anchorage points and the raft area. Mr. Nguyen Minh Hoang, owner of Vinh Tien floating restaurant in Vinh Hy Bay area, said: "At first, I stayed on the raft to watch the fish, but after being propagandized and persuaded by the border guards and local authorities, I signed a commitment to go ashore. Now it's safe, everyone is reassured."

Not only focusing on inspecting boats, the forces also helped Vinh Hy Kindergarten to reinforce roofs, clear drainage ditches, support people in vulnerable areas to reinforce their houses, and be ready to evacuate when ordered. The commune government also set up a Zalo group "Vinh Hai Natural Disaster Prevention" to update the situation and direct timely response.

Mr. Le Thanh Tien - Deputy Head of the Economic Department of Vinh Hai Commune said: "The whole commune is focusing on responding to storm No. 13. The goal is to ensure absolute safety for people, prevent human casualties, and minimize property damage. We continue to coordinate with Vinh Hai Border Guard Station, My Tan Fishing Port and relevant agencies to closely monitor the situation and be ready to deploy evacuation plans when necessary."

In Vinh Hy village, from early morning, the commune loudspeaker continuously updated the storm forecast, many people took advantage of the opportunity to watch the news on their phones and listen to the radio to grasp the latest developments. Mr. Nguyen Van Cha (Vinh Hy village) shared: "Now everyone pays attention to storm news. This year there are many storms, and they are strong, so as soon as they hear the forecast, people proactively tie down their houses and pull their boats to shore. No one dares to be subjective anymore." The atmosphere in Vinh Hy is therefore both urgent and cautious. The rain is getting heavier, but the authorities and border guards still stick close to the area, going from house to house, from raft to ensure everyone is safe before the storm makes landfall.
