There are currently 632 educational institutions from preschool to high school in the province (575 public educational institutions; 57 private educational institutions). Every year, the Department of Education and Training conducts inspections, checks, and supervisions on various topics, including the management and organization of school libraries. Accordingly, schools strictly follow Circular No. 16/2022/TT-BGDDT of the Ministry of Education and Training "Issuing regulations on library standards for preschool and general education institutions", ensuring regulations on information resources, facilities, specialized equipment, library activities, and library management.
In the 2024-2025 school year, primary schools will focus on organizing library activities to form reading habits for students and build a reading culture in schools.
Many schools have established libraries, organized and self-evaluated the effectiveness of library activities; continued to focus on building a free e-book system, helping students easily exploit and access open sources of materials to serve the organization of library activities in schools.
Up to now, 100% of primary education institutions have libraries with various types of activities, such as green libraries, mobile libraries, friendly libraries, creating conditions for students to read books anytime, anywhere, in order to form reading habits for students. 100% of primary education institutions implement library reading lessons and reading sessions with diverse and flexible forms.
Primary schools regularly organize creative and effective library activities; closely follow the contents of school libraries according to Circular No. 16/2023/TT-BGDDT in the task of building national standard schools, developing reading culture... In particular, actively apply IT synchronously and interconnectedly in the process of assessing school libraries.
Ms. Vu Thi Thuy Duong, Chairwoman of the Board of Nguyen Binh Khiem Primary, Secondary and High School (Viet Hung Ward), said: The school is very interested in building and developing the library. The primary and secondary school levels have 4 reading rooms, 1 online library information search center; total floor area of 200m2 , serving 1,800 students. The high school level has 1 library room with enough specialized books; separate reading and search space, about 150m2 wide, serving 1,700 students. The school separates the library space according to the grade level to better serve the reading needs of students.
Besides the achieved results, the work of building and developing libraries in schools still has some limitations that need to be innovated.
At the primary level, many schools still face difficulties in equipment, facilities, learning resources; conditions for organizing reading activities in the library; specialized library staff are lacking or have to work part-time, have not received proper training; some criteria for evaluating libraries are no longer appropriate.
At the secondary level, many librarians have not received in-depth training in modern professional skills, such as digital library management and information services; some educational institutions lack computers for students to read electronic learning materials; funding for library activities has not been allocated from the state budget; libraries in many schools in remote areas have not received proper investment...
Developing a reading culture contributes to promoting the learning, research, and knowledge discovery process of students. According to leaders of some schools, to improve the quality of building a reading culture, in the 2025-2026 school year, schools need to diversify the forms of developing a reading culture, such as: Organizing for students to participate in storytelling competitions about books, writing comments, and drawing illustrations of stories they have read.
In particular, strengthen coordination between schools, families and communities, encourage parents to read books with their children at home, and mobilize socialized book sources from parents, alumni and local businesses. Every teacher needs to set an example, inspire, guide book selection, and guide effective reading methods to gradually form reading habits for students.
