Building and promoting Vietnam's cultural soft power

On the morning of October 30, in Hanoi, the Culture and Arts Magazine (Ministry of Culture, Sports and Tourism) organized a scientific seminar with the theme "New viewpoints of the Party on building and developing culture in the Draft Documents of the 14th Party Congress".

The workshop attracted the participation of many experts, scientists , managers and practical activists in the field of culture and arts, aiming to contribute ideas to perfect the Draft Document, realizing the Party's vision on comprehensive and sustainable development of Vietnamese people and culture in the new period.

In his opening speech, Mr. Hoang Ha, Editor-in-Chief of Culture and Arts Magazine, said that the conference received many presentations focusing on 5 key issues including:

- Establishing the equal role of culture with economics, politics and society;

- Institutionalize national, cultural, family and human values;

- Developing cultural industry, digital culture, soft power;

- Heritage conservation associated with sustainable development;

Improve the quality of cultural and artistic human resources.

According to Professor Pham Duy Duc, former Director of the Institute of Culture and Development (Ho Chi Minh National Academy of Politics), the Draft Document demonstrates the Party's clear political determination in perfecting the institution for developing Vietnamese culture and people. It emphasizes the task of promulgating and implementing the system of national, cultural, family values ​​and Vietnamese human standards deeply integrated into education , communication and grassroots culture.

The draft identifies five key tasks:

- Complete, promulgate and organize the implementation of the system of values ​​and standards for Vietnamese people;

- Effectively implement the national target program on culture;

- Building a breakthrough mechanism for the development of national culture and arts associated with cultural and entertainment industries;

- Promote grassroots cultural movements, taking people as the main subject;

- Building regional and international cultural and sports facilities, symbols of the Ho Chi Minh era.

From the new orientation, Associate Professor Dr. Le Quy Duc proposed to build a theoretical framework on modern Vietnamese values, build a cultural and human development index to quantify policy effectiveness. He also emphasized the role of civic education, value communication, and arousing the aspiration to develop a prosperous and happy country.

Professor Tu Thi Loan, former Acting Director of the Vietnam National Institute of Culture and Arts, assessed that the new contents in the Draft represent an important step forward in the Party's theoretical thinking on culture - from a spiritual foundation, culture has been identified as "strategic soft power", a key factor in enhancing the country's position and prestige in the context of deep international integration.

According to her, it is necessary to strongly develop the cultural industry, create unique cultural products with Vietnamese identity and global influence, and at the same time proactively and professionally promote the image, cultural values ​​and Vietnamese people.

Building and promoting the soft power of Vietnamese culture is not only a strategic goal, but also an inevitable path to affirm the nation's mettle, intelligence and stature in the new era. When culture becomes an endogenous resource and a pillar of development, Vietnam will have a solid foundation for rapid and sustainable development, enhancing its position in the international arena.
