The Vietnam Union of Literature and Arts Associations is leading the program to research, synthesize, build a database, and publish literary and artistic works of Vietnamese ethnic minorities on the basis of Industry 4.0 technology.

The plan outlined the main tasks and solutions for implementation, including:
Continue to raise awareness, strengthen leadership responsibility, and effectively implement the resolutions, directives, and conclusions of the Party on building and developing Vietnamese culture and people;
Enhancing the efficiency, effectiveness, and effectiveness of state management, focusing on perfecting specific institutions, mechanisms, and policies, and prioritizing the allocation of resources to promote the building and development of Vietnamese culture and people in the new era to meet the requirements of sustainable national development;
There are suitable solutions for building a well-rounded Vietnamese people, closely linked to building a cultural environment;
Focus on breakthrough solutions to promote the development of cultural industries, proactively integrate internationally in culture, and absorb the finest aspects of human culture;
Mobilize all resources and motivations to build and develop culture and people; accelerate the implementation of the National Target Program on Cultural Development for the period 2025 – 2035;
Innovation aims to improve the effectiveness of cultural activities, promote the role of creative actors, and enhance the cultural enjoyment of the people; while focusing on preserving and promoting national cultural values.
Regarding solutions for building a comprehensively developed Vietnamese people, closely linked to building a cultural environment, the Plan will finalize, promulgate, and implement the National Value System, the cultural value system, and the standards for Vietnamese people in the new era; focusing on standards of personality, ethics, lifestyle, and awareness of law compliance; and strengthening comprehensive solutions to create changes so that all Vietnamese people have a sense of respect for the law, a deep understanding of, pride in, and honor for the history and culture of the nation, overcoming the shortcomings of Vietnamese people.
Building a clean and strong political system, focusing on Party building and rectification, protecting the Party's ideological and moral foundations; valuing the development of culture within the Party and the state apparatus; promoting the "Study and follow the thoughts, ethics, and style of Ho Chi Minh"; building a healthy, democratic, united, and humane public service and workplace culture; combating bureaucracy, factionalism, opportunism, and pragmatism.
Strictly enforce regulations on setting a good example for cadres and Party members, especially for leaders, heads of departments, educators, artists, and those with significant influence in the community and society; build and implement ethical and cultural standards in leadership and management, serving as a basis for cadres and Party members to self-regulate their behavior in their daily work.
Focus on promoting moral education, character development, life skills, civic awareness, and a desire to contribute within the education system and social media, embodying the characteristics of "patriotism, compassion, loyalty, respect for morality, honesty, solidarity, diligence, and creativity."
Continue to promote the role of literature and art in shaping tastes and aesthetics, nurturing the soul, emotions, intellect, and life skills, aiming towards the perfection of personality for each individual and society; implement art education programs, especially traditional art, in school curricula, creating conditions for students to develop their talents and strengths, and enhance their understanding and appreciation of art.
Building a healthy and safe cultural environment on digital platforms and in cyberspace, in line with the digital economy, digital society, and digital citizenship, focusing on developing and implementing codes of conduct that are culturally and civilly appropriate in the digital environment. Promoting communication campaigns to clean up cyberspace.
Continue to strengthen coordination between families, schools, and society; and between departments, agencies, and organizations in the work of educating revolutionary ideals, ethics, lifestyles, and aesthetic orientations for all strata of the people, especially students. Improve the quality and effectiveness of patriotic emulation movements, cultural campaigns, and the building of cultural life at the grassroots level.
Promoting the development of corporate culture and entrepreneurial culture in the new era, focusing on cultural and human factors in economic development; building a business culture associated with national identity, social responsibility, environmental awareness, and the ambition to build a strong, prosperous, and powerful nation, enhancing the position and image of Vietnamese businesses and entrepreneurs. Continuing to implement the campaign to build corporate culture and foster innovative entrepreneurship in a more in-depth and high-quality manner.
Implement a movement for physical education and sports for all; support and guide training, organize mass sports activities, and sports exchanges and competitions to serve the community. Innovate and improve the quality of the "National Movement for Physical Training Following the Example of the Great President Ho Chi Minh," effectively integrating it with related strategies, programs, and movements, aiming for each citizen to regularly practice at least one sport suitable to their individual characteristics and conditions.
