On May 22, the Provincial Party Committee issued an official dispatch regarding the Provincial Party Committee's Standing Committee's approval of the project implementation policy.
3 sections of route longer than 38km
On May 21, 2025, the Provincial Party Committee sent a document to the Provincial Party Standing Committee requesting opinions on the implementation policy for 3 projects in the province, including the Ben Thanh - Suoi Tien metro line extension project to the new administrative center, Bien Hoa city center and connecting to Long Thanh Airport.
According to the proposed plan, the metro line is about 38.5km long, connecting from behind Station S0 in Binh Duong province to the new administrative center of the province, Bien Hoa city in the central axis area of Bien Hoa city, Thong Nhat ward. From here, the line continues to connect to Long Thanh Airport, Long Thanh district. With the above route plan, the project is proposed to be divided into 3 sections.

Accordingly, the route from Station S0 to the new administrative center of the province at Station S2.4 is about 6.5km long, of which the section located in Binh Duong province is about 1.8km long. The route from the new administrative center of the province at Station S2.4 connecting the central axis of Bien Hoa city in Thong Nhat ward is about 5km long. With this route, during the implementation process, underground sections will be studied to ensure urban aesthetics and limit site clearance for households in Thong Nhat ward.
Section 3 from the new administrative center of the province at station S2.4 to Long Thanh Airport is about 27km long.
Thus, compared to the previous plan, the Ben Thanh - Suoi Tien Metro Line Extension Project to Dong Nai has changed its route direction. Previously, according to the proposed plan of the consulting unit, Southern Transport Design Consulting Joint Stock Company (TEDI South), the Ben Thanh - Suoi Tien Metro Line Extension Project to Dong Nai had a route direction from Station S0 and ended at the end of the route at the depot expected to be in Ho Nai 3 commune, Trang Bom district.
Need more than 67 trillion VND in investment capital
Changing the route plan of the Ben Thanh - Suoi Tien Metro Line Extension Project to Dong Nai in the direction connecting Bien Hoa city to Long Thanh Airport instead of extending to Trang Bom district is considered more necessary in the immediate future.
As planned, Long Thanh Airport Phase 1 will be put into operation in 2026. At that time, the connection from Bien Hoa city to this airport depends entirely on the roads of National Highway 51 and Bien Hoa - Vung Tau Expressway, which is also expected to be completed in 2026. On the other hand, according to the plan, the high-speed railway on the North - South axis through the province will have only one passenger terminal located in Long Thanh Airport.

Therefore, having an additional metro line from Bien Hoa city, the central urban area of the province to Long Thanh Airport will help diversify and meet the demand for passenger transport from Bien Hoa city to Long Thanh Airport as well as the passenger terminal of the high-speed railway on the North-South axis through the province.
According to preliminary calculations, the new route plan connecting Ben Thanh - Suoi Tien metro to the new administrative center, Bien Hoa city center and connecting to Long Thanh airport will have a total investment of more than 67.4 trillion VND.
Regarding the capital source for project implementation, the Provincial Party Committee proposed a plan to use mixed capital sources including central support capital, provincial budget, BOT capital, and land exploitation capital.
