Many teachers, students, and parents at all levels are wondering, after the merger and abolition of the district level and the Department of Education and Training, which unit will manage the kindergartens, primary schools, and secondary schools?

According to the draft Law on Organization of Local Government (amended), the district, county, provincial city, town levels... will cease to perform their duties, powers and activities from July 1. This means that the Department of Education and Training of districts and cities will also cease to operate. So which unit will be responsible for the management of kindergartens, primary and secondary schools?

According to the direction of the Ministry of Education and Training, the contents currently under the management of the district level will be transferred to the provincial and commune levels after the Department of Education and Training is abolished. The transfer follows the principle that the receiving level must have sufficient facilities, finance, and human resources to maintain operations and develop education; clearly distinguish between professional and administrative tasks.

Regarding the management of kindergartens, primary schools, and secondary schools, the Ministry of Education and Training has assigned management to commune-level authorities instead of district-level authorities as at present. The Ministry also requires localities to maintain the status quo of schools.

Regarding the recruitment, arrangement and transfer of teachers, the Ministry of Education and Training assigned the Department of Education and Training (provincial level) to carry out the task, in order to overcome the local surplus and shortage of human resources. Currently, the district level undertakes this task for preschool, primary and secondary schools; the provincial level is in charge of high school teachers.

During the transfer process, the Ministry recommends that localities do not allow gaps, overlaps or fragmentation of management, especially in key areas such as expertise, curriculum content, teacher management, finance, and school facilities.

All aim to maintain and improve the quality of public school operations when implementing two-level local government (province and commune).

According to Resolution 60 issued by the Central Committee on April 12, the country will have 28 provinces and 6 centrally-run cities. Local governments will be organized at 2 levels: provincial level (provinces, centrally-run cities) and communal level (communes, wards, special zones).

The district level will cease to operate after the National Assembly passes amendments and supplements to the 2013 Constitution and the 2025 Law on Organization of Local Government. It is expected that the country will reduce the number of commune-level administrative units by about 60-70%, equivalent to about 10,000 communes.
