BHG - By the end of 2024, the rate of people aged 15-60 in the province with level 1 literacy reached 95.77%, level 2 reached 87.85%; 193/193 communes, wards and towns met the literacy standards (XMC). This is an encouraging achievement in the XMC work of our province. Currently, localities continue to synchronously deploy many solutions to improve the intellectual level of the people.
When night falls, more than 20 students of the XMC class in Doan Ket village, Ho Thau commune (Hoang Su Phi) put aside all their work and went to the village hall to learn to read and write. Their sunburned, calloused hands, which were used to holding plows and hoes, now fumbled with pens and ink, carefully writing each letter. During the break, Mrs. Ban Mui Phin excitedly shared: Before, life was difficult, I did not have the conditions to go to school so I could not read. Being illiterate is a disadvantage, it is very difficult, I do not know how to calculate and make a living. At first, I felt inferior because I was old, but with the encouragement of the commune cadres and teachers, I was determined to go to school. Knowing how to read and write, I can read and understand the documents that agricultural cadres came to the village to propagate and guide people to develop production to apply to the development of the family economy . I am very happy and thank the teachers very much.

According to the leader of the Department of Education and Training of Hoang Su Phi district, from 2020 to now, the district has organized 36 XMC classes, helping nearly 700 students access knowledge. Currently, the district is maintaining 3 classes in Ho Thau, Thang Tin, and Nam Son communes. Up to now, the district still has about 2,200 people aged 15-60 with level 1 illiteracy, about 9,000 people with level 2 illiteracy. In 2025, the district strives to open 43 XMC classes for 1,075 students. Continue to focus on promoting the role of mass organizations, prestigious people, village chiefs, and clans in mobilizing illiterate people to attend classes. Increase the number of specialized XMC teachers for communes with especially difficult conditions.
In Yen Minh district, from April 22 to 25, the border communes of the district including Na Khe, Bach Dich, Thang Mo, Phu Lung simultaneously opened 16 XMC classes for people with a total of 372 students. Previously, the Steering Committee for UniversalEducation and XMC of the communes established a survey team, mobilizing illiterate people from 15 to 60 years old to participate in studying. Actively coordinating with forces such as the Police, Border Guard, schools to visit each household to survey, arrange locations and facilities to open classes. Currently, the whole district still has over 3,000 people with level 1 illiteracy; 8,200 people with level 2 illiteracy; this year, the district strives to open 42 classes for 1,050 students, helping people improve their knowledge, contributing to sustainable socio-economic development.

With the goal of striving for 2025, the rate of people aged 15-60 with level 1 literacy (having completed grade 3) will reach 97%, of which the rate of people aged 15-40 with literacy will reach over 98%; strive to achieve literacy for 100% of illiterate people in border areas; the whole province will maintain and sustain the results of achieving level 1 literacy standards. The Provincial People's Committee directs the Education sector and localities to focus on innovating the content and form of propaganda to the grassroots, in order to raise awareness and responsibility of all levels, sectors, families and communities about the policy, purpose and significance of universal education and literacy in improving the quality of education and developing human resources. Arrange and organize the teaching staff at all levels to ensure the ratio of teachers/class, ensuring human resources for universal education and literacy. Review and rearrange the network of schools, classes, and educational institutions to carry out universalization and education work.
Focus on innovating the form of organizing XMC classes to suit people's daily life and work schedules (evening classes, off-season classes). Combine XMC with life skills education, vocational training, use of information technology, digital technology ; flexible teaching methods, combining literacy with production practice. For units that have met the criteria for XMC, encourage opening classes to eliminate digital illiteracy, eliminate illiteracy in knowledge, production development skills... to improve the quality of life for people.
