"Diagnosing the difficult pulse" from the grassroots
In the past time, the Standing Committee of the Provincial Party Committee, the Standing Committee of the Provincial Party Committee, and the Provincial Steering Committee have issued many directive documents, organized many conferences, assigned specific tasks to sectors and localities to implement the campaign to support housing construction for poor households, policy households, and households with housing difficulties in the province and achieved important results; however, the progress of the campaign implementation has not met the requirements.
Quan Son is one of the poor mountainous districts, and is also a locality with many households in need of support to build new and repair houses. Through reviewing the needs according to Directive No. 22-CT/TU, in the two years of 2024-2025, the whole district has 1,449 households in need of support to build and repair houses (850 new households, 599 repaired households). By May 22, the whole district had completed 1,036 households (592 new households, 444 repaired households); started construction of 316 households (213 new households, 103 repaired households); 97 households have not started construction (44 new households, 53 repaired households). According to Secretary of Quan Son District Party Committee Luong Thi Hanh, in the process of implementing Directive No. 22-CT/TU, many households are facing difficulties due to high material prices affecting the quality of construction; Some households are stuck with unplanned production land, land under the management of protective forests, border land, forestry land; there are 16 extremely disadvantaged households that are unable to build their own houses, are single-person households, have sick families, or are mentally affected... In addition, the involvement of some Party committees and authorities is not resolute, and does not pay due attention to the campaign... is also one of the reasons affecting the progress of house construction.
In Thuong Xuan district, after screening, there are 1,126 poor households, policy households, and households with housing difficulties that are eligible to be proposed for housing support in 2024-2025. According to the report of the district's Steering Committee for Housing Development, as of May 27, the whole district had 796 households in the process of building and repairing houses (669 new households, 127 households repairing), and 330 households have not yet started construction (243 new households, 87 households repairing). One of the obstacles slowing down the progress is that the implementation of Project 4845 (stabilizing residents in areas at high risk of flash floods, landslides) has not been able to arrange residential land for households in the interwoven project, many households have submitted applications to withdraw from the project and 24 households in other programs have not been granted residential land...
The above difficulties of Quan Son and Thuong Xuan districts are also common difficulties of many localities, especially mountainous districts of Thanh Hoa province at present. At the recent conference to review the progress of the implementation of the Program to eliminate temporary and dilapidated houses in the province, representatives of some localities also affirmed that, in addition to difficulties in funding sources, there are many shortcomings and obstacles from the grassroots level that need to be resolved. That is, the review, appraisal and approval of the list of households eligible for support is still overlapping, leading to an increase in the number of beneficiaries compared to reality. Land problems, especially for households living on traffic corridors, dike works, agricultural land, agricultural and forestry land. Difficulties in implementing Project 4845 on resettlement for households living in areas at high risk of flash floods, landslides and Project 5 of the National Target Program on Sustainable Poverty Reduction for the period 2021-2025...
Determination to achieve goals
The above difficulties are "bottlenecks" that need to be resolved in the process of implementing Directive No. 42/CT-TTg of the Prime Minister and Directive No. 22-CT/TU of the Provincial Party Committee Standing Committee. Acknowledging the difficulties from the inspection practice in localities, Secretary of the Provincial Party Committee, Head of the Provincial Steering Committee Nguyen Doan Anh affirmed that the province's guiding viewpoint is to complete the construction of houses for poor households, policy households, and households with housing difficulties in the province according to Directive No. 42/CT-TTg of the Prime Minister and Directive No. 22-CT/TU of the Provincial Party Committee Standing Committee in October 2025. Therefore, localities need to focus on directing the implementation with the highest determination and responsibility to the people, ensuring the completion of the number of houses according to the approved plan. The province will provide sufficient funding for support. The district's job is to remove difficulties and obstacles regarding land, and at the same time direct mass organizations and mobilize military and police forces to participate in providing material support and working days to share and help households build solid houses.
The Fatherland Front Committees at all levels of Nga Son district directed to speed up the progress of housing construction for poor households in accordance with the direction of the Prime Minister.
With the goal of stabilizing people's lives soon, Provincial Party Secretary Nguyen Doan Anh requested the Provincial People's Committee to continue to lead and direct functional departments, branches, People's Committees of districts, towns and cities to quickly find solutions and create conditions for people to build houses; promote interleaving, especially mobilizing interleaving for land of brothers and relatives; at the same time, continue to accurately verify the list of households subject to Directive No. 22-CT/TU to avoid duplication and overlap. The Provincial Steering Committee, the Provincial Fatherland Front Committee and localities actively urge units and individuals who have registered to support in the second phase of the Campaign to transfer funds to support house building for households... In addition to mobilizing resources from the Central Government, localities need the cooperation and support of the whole community, including businesses and individuals with conditions to "share the joys and sorrows". To achieve this, it requires promoting the role of individual leaders in mass mobilization work, as well as determination and determination to implement the elimination of temporary and dilapidated houses. At the same time, it is necessary to closely monitor to ensure the use of resources for the program is effective, public and transparent, avoiding negativity, waste and corruption when implementing the program.
As of May 20, according to the summary reports of districts, towns and cities, 9 localities have issued work plans, 17 localities are developing work plans in accordance with the direction of the Provincial Party Committee Standing Committee. Based on the number of households that have not yet started construction and have signed a commitment with the Provincial Steering Committee, the District People's Committee has developed a detailed plan, in which the implementation targets are determined for each day, week and month; assigning specific responsibilities to each district leader, each department, functional department and Party committee, government and mass organization at the commune level, attaching responsibilities and promoting the proactive and active role of communes and towns. At the same time, regularly urge, inspect and supervise the implementation, ensuring the completion of the goal of eliminating temporary and dilapidated houses for households of martyrs' relatives and people with revolutionary contributions before June 30, 2025. Other subjects according to Directive No. 42/CT-TTg of the Prime Minister and subjects according to provincial regulations must be completed before October 31, 2025.
The success of the program to eliminate temporary and dilapidated houses requires effective coordination from all levels and sectors, and the spirit of solidarity, responsibility and affection from the community. Only then can this great policy, which is of special importance and deeply humane, truly bring about practical results. In other words, eliminating temporary and dilapidated houses is not only a story about new houses, but also "continuing" the beautiful story about the spirit of solidarity and humanity of the Vietnamese people. Therefore, although we know that there are still many difficulties, if we are determined to do it and have creative and flexible ways of doing it, no matter how difficult it is, we can overcome it. At the same time, with the cooperation of the whole community, with the spirit of "Many red leaves cover the mirror price", "The whole leaves cover the torn leaves", then surely thousands of new houses will become a peaceful place to return to, even the beginning of a brighter future for those who are less fortunate.
