Resolutely handle violations related to Viet A, AIC, Van Thinh Phat, SCB

Directing the rectification and fight against "fear of responsibility", the mindset of working half-heartedly, avoiding, pushing, fear of making mistakes and not daring to do things among cadres and Party members, especially leaders and managers at all levels. Urgently promulgate and effectively organize the implementation of the Regulations on revolutionary ethical standards of cadres and Party members in the new period.

Party committees, party organizations, and functional agencies directed the continued development and improvement of institutions and laws on socio-economic management and prevention of corruption and negative acts (PCTNTC). The focus is on developing and improving institutions on power control and PCTNTC in areas prone to corruption and negative acts; on protecting whistleblowers and providing information on corruption and negative acts; on controlling assets and income of people with positions and powers; on handling assets related to cases during the investigation, prosecution, and trial stages; on non-cash payments;... Summarizing 05 years of implementing the Law on Anti-Corruption in 2018 and summarizing 05 years of implementing Directive No. 27-CT/TW of the Politburo on strengthening the Party's leadership in protecting those who detect, denounce, and fight against corruption, waste, and negative acts. Direct the organization to research and propose a number of major policies and orientations on PCTNTC work to serve the drafting of documents for the 14th National Party Congress.

The Steering Committee also requested effective implementation of the Politburo 's Regulations on power control and anti-corruption in personnel work; in inspection, supervision, party discipline enforcement, inspection, auditing, investigation, prosecution, trial, execution of judgments and in law-making, management and use of finance.

Party committees, party organizations, and functional agencies direct to strengthen, synchronize, and make more effective the work of inspection, supervision, auditing, and auditing, focusing on areas prone to corruption and negativity, and prominent, pressing issues of public concern. The Steering Committee requested Party committees, Party organizations, and functional agencies to focus on directing the completion of investigations and handling of 34 cases and 10 incidents under the supervision and direction of the Steering Committee; especially focusing on investigating, prosecuting, and bringing to first instance trials cases occurring at the Department of Registration and local registration centers; cases occurring at Van Thinh Phat Group, SCB Bank; cases occurring at FLC Group, Tan Hoang Minh;... Directing the removal of difficulties and obstacles, improving the effectiveness of recovering corrupt assets.

Along with that, further promote the role of elected bodies, the Vietnam Fatherland Front, socio-political organizations, the press and the people in the fight against corruption. Strengthen supervision and control of power; supervise the cultivation, training of ethics, lifestyle and setting examples of cadres and party members, especially of leaders and key leaders at all levels.

Directing to continue improving the operational efficiency of the Provincial Steering Committee for Anti-Corruption, creating stronger changes in the fight against anti-corruption at the local and grassroots levels; effectively overcoming the "petty corruption"; strictly and promptly handling violations, corruption and negativity in agencies with anti-corruption functions.

Also at this meeting, the Steering Committee decided to put 02 cases under the monitoring and direction of the Steering Committee, including: (1) The case of "Violating regulations on research, exploration and exploitation of natural resources; Violating regulations on accounting causing serious consequences; Smuggling" occurred at Thai Duong Group Joint Stock Company, Vietnam Rare Earth Joint Stock Company and related units; (2) The case of "Abusing position and power while performing official duties" occurred at the Ministry of Industry and Trade and localities; agreed to end the direction of handling 08 cases, 11 incidents under the monitoring and direction of the Steering Committee because the settlement has been completed according to the provisions of law.
