Rainwater and leachate treatment still paid for

On December 25, the Da Nang City Inspectorate announced its conclusion on compliance with policies and laws on financial management, public assets and construction investment management at the Management Board of Da Nang Infrastructure Construction Investment and Urban Development Project.

In conclusion, the Management Board has not yet adjusted the contract price for the volume of leachate generated by natural rainwater falling into open tanks and HDPE tarpaulins blown away by storms in the leachate treatment system at Khanh Son landfill - phase 1.

Specifically, the leachate treatment system phase 1 includes 9 types of open tanks, with a total open tank area of ​​5,136 m². Because the surface of the treatment tanks is open, when it rains, rainwater falls directly into the treatment tanks.

Rainwater mixes with leachate during the treatment process to pass through the output water meter but is still accepted by the Management Board and paid to the operating contractor, Seen Engineering Joint Stock Company.

Leachate treatment system at Khanh Son landfill - phase 1

In 2020 and 2021, the Management Board worked with the contractor and determined the reduced volume due to subjective reasons and errors of related units with a total volume of ^22,904m3 in the confirmed volume of leachate.

The Inspectorate concluded that the Management Board had not yet determined the volume and adjusted the contract price for the amount of water generated outside the scope of the contract. Therefore, the acceptance and payment were not guaranteed to be accurate and not in accordance with the actual situation.

This shortcoming belongs to the responsibility of the Management Board and related professional departments and individuals.

Da Nang City Inspectorate proposed to review, rectify and handle according to authority the above-mentioned shortcomings and deficiencies.

At the same time, review, determine the volume and adjust the contract price for the arising volume to serve as a basis for payment and settlement in accordance with regulations, ensuring effective use of funds and avoiding loss of state budget.

It is known that the approved capacity of the leachate treatment system at Khanh Son landfill is 700 m³/day and night.

In 2019, the Chairman of the People's Committee of Da Nang agreed on the price of management and operation services for the leachate treatment system at 148,216 VND/m³. SEEN Engineering Joint Stock Company is the contractor implementing the service provision package from 2020 to 2025 with the winning bid price of 145,094 VND/m³.

The People's Committee of Da Nang City determined the estimated budget for management and operation services of the leachate treatment system at Khanh Son landfill - phase 1 from 2025 to 2027 to be more than 111 billion VND.
