At primary level, students are equipped with basic knowledge of drowning prevention and indirect drowning rescue; develop basic skills in safe swimming and safety skills in water environment; and are educated to raise awareness of self-training in qualities and abilities to prevent drowning.

For secondary school level, students are equipped with basic knowledge of drowning prevention, indirect drowning rescue, basic swimming skills, and improved physical strength; equipped with self-protection skills and coping with underwater situations; know, understand, and apply safe indirect rescue steps when seeing someone drowning; and form students' sense of responsibility to the community in drowning prevention.
For high school level, students are equipped with basic knowledge of drowning prevention, improved swimming skills, safety skills in water environment; know, understand and apply self-rescue when encountering incidents in water environment. Students can practice, apply knowledge, indirect drowning rescue skills, safe rescue and know how to perform the initial first aid procedures for drowning people.
The program and instruction materials for teaching safe swimming to students include 16 lessons, including 15 lessons and 1 test and assessment. Each lesson is from 60 - 90 minutes.
