Specifically, Co Ba Ben Dinh bread and sticky rice shop was fined 125 million VND for 4 violations related to food safety: Producing food not following the one-way principle; processing food unhygienic, the person directly processing food did not use gloves; providing food services without a certificate of food safety eligibility; and selling food that caused poisoning to at least 5 people.
In addition, aggravating circumstances such as the large scope of the violation and the impact on many groups of people (children, the elderly, pregnant women, and people with disabilities) have made the penalty for Ms. Thao high.
The incident occurred when Co Ba Ben Dinh bakery poisoned 342 people, including children, the elderly and pregnant women. According to information from the authorities, 124 cases had to be hospitalized, including 6 severe cases with symptoms of hypotension/shock. The remaining (217 cases) were treated and discharged.
Test results of food samples taken from Co Ba Ben Dinh restaurant showed that samples of pork, ham, pork pate, pork sauce, and raw vegetables (green onions, cilantro) all contained dangerous bacteria such as Escherichia coli and Salmonella - which were the cause of the serious food poisoning incident.
Immediately after the incident, the People's Committee of Ba Ria - Vung Tau province requested Ms. Thao to bear all costs for handling food poisoning, examination and treatment for patients. At the same time, this facility has been suspended and will face handling measures according to regulations.
To prevent similar food poisoning cases, the People's Committee of Ba Ria - Vung Tau province has requested to strengthen inspection and supervision of food businesses, especially street food vendors.
In addition, authorities will continue to disseminate measures to ensure food safety and hygiene and require strict implementation of regulations on food origin management, three-step food inspection, and food sample storage.
To prevent food poisoning, according to the recommendations of the Ministry of Health , food businesses need to strictly implement food hygiene and safety procedures.
Specific measures include ensuring clear food origins. Specifically, establishments need to purchase raw materials from reputable suppliers with food safety certification. Products need to have clear origins and sources, and must be quality tested before use.
Clean food preparation areas, utensils, dishes, and food-related items. Must have adequate facilities such as stoves, refrigerators, and food storage that meet standards.
Implement "Three-Step Verification": Including checking the food origin (input materials), proper processing (processing at the right temperature and time), and storing food samples (sample storage for 24 hours after processing) so that it can be checked in case of an incident.
Food safety training for staff: Staff directly involved in food preparation must be trained in food safety, from the use of gloves during preparation to proper food handling procedures.
Comply with one-way food processing procedures: Business establishments must ensure that processed food is not re-contaminated from sources of contamination. Create a clean food processing and storage environment, avoiding contact between raw and cooked food.
Public health care: Food establishments need to raise awareness among customers about the risks of food poisoning, instruct them on how to recognize signs of poisoning and how to promptly handle symptoms of poisoning.
To raise public awareness of food safety, according to the leader of the Food Safety Department, authorities need to step up propaganda andeducation of people and food businesses on measures to prevent poisoning.
In addition, inspection and supervision of food businesses need to be carried out regularly to promptly detect violations and handle them strictly.
The Food Safety Department and local health agencies have issued instructions to strengthen food poisoning prevention, especially in the context of increased food poisoning cases in recent times.
Food businesses need to strictly comply with food safety and hygiene regulations to protect public health.
