
People coming to perform administrative procedures at the Public Service Center of Xuan Hoa commune are guided enthusiastically and thoughtfully by staff.
To ensure that people can easily access and fully enjoy online public services, in part and directly, the commune has synchronously deployed many practical solutions, such as: Investing in and upgrading internet infrastructure, specialized database transmission lines at the People's Committee of the commune; arranging public wifi at agencies and units. Completing infrastructure and equipment for administrative work; 100% of officials and civil servants (CBCC) are equipped with computers with broadband internet connection. All documents are processed, approved and digitally signed through TDoffice software, official email box, document management and operation system. In particular, the commune has issued digital certificates (digital signatures) to officials, leaders of the People's Committee, People's Council and specialized departments, contributing to improving the efficiency of electronic transactions, saving time and administrative costs. Internal information technology applications such as the "electronic one-stop shop" system, document management software, and official email are operated synchronously, ensuring quick, convenient, and transparent management and operation.
The posting of 432 administrative procedures in easily observable and accessible locations at the Public Administration Service Center (PVHCC) of the commune and the citizen reception office; publicizing on the electronic information page and regularly updating newly issued administrative procedures, has created favorable conditions for individuals and organizations to easily look up and clearly understand the steps, documents, time, fees... of each administrative procedure to proactively prepare complete documents, avoid going back and forth many times, demonstrating seriousness and transparency in serving the people. Thanks to that, the implementation of administrative procedures at the commune level ensures continuity, is not interrupted and is more smooth than before.
Mr. Le Van Manh, in Hai Thanh village, said: “With enthusiastic guidance from the staff, along with a convenient administrative procedure lookup system, registration, receiving and returning documents to people at the PVHCC Center is very fast. In addition, the center also arranges free wifi and implements fee collection via QR code, convenient for people to come and do transactions. In particular, we can also register for administrative procedures on smartphones, saving a lot of time and travel costs.”
The commune has established 27 community digital technology teams (CNSCĐ) in 27 villages with 183 members to propagate and support people to install VNeID, use online public services and make cashless payments as well as other digital utilities. Arrange youth union members, CNSCĐ teams, members of Project 06 working group to participate in guiding people to perform online public services at the PVHCC Center. Establish a "Technical support response team" to promptly handle incidents during operation. Coordinate with relevant units to organize 3 training courses for civil servants and CNSCĐ teams, businesses, agencies and units in the area to improve digital skills. Encourage civil servants to participate in online courses on using AI, helping them support people and businesses to use online public services effectively.
With the efforts to innovate in administrative reform, the initial results show that from July 1 to November 12, Xuan Hoa Commune Public Service Center received 3,366 files, processed and digitized 3,366 files, reaching 100%; reused file components reaching 100%. 3,341 files were processed before and on time, 24 files are being processed within the deadline, only 1 file is overdue.
Vice Chairman of the People's Committee, Director of the Public Service Center of Xuan Hoa Commune, Le Van Diep, said: "To improve the quality and efficiency of serving the people in handling administrative procedures, towards building e-government and digital government in the new situation, in the coming time, the center will focus on implementing key tasks of reforming administrative procedures; implementing plans to overcome shortcomings and limitations in the performance of public duties of the staff, civil servants and public employees in handling administrative procedures for people and businesses in the area. Continue to innovate management, focusing on reforming administrative procedures and applying information technology; strengthen people's supervision to improve the quality of public services. Regularly check and monitor the implementation of receiving and handling administrative procedure records on the Provincial Administrative Procedure Processing Information System, to remind civil servants and specialized departments to handle administrative procedures for people and businesses within the prescribed time, not to let late or overdue records occur. Linking the task of digital transformation with the plan socio-economic development plan and annual political tasks. Organize training to improve digital transformation capacity for civil servants and public employees so that each commune official can deploy and apply new technologies, thereby improving the operational efficiency of agencies and units, meeting task requirements in the new situation, taking people's satisfaction as a measure of service quality".
