Following the discussion session, many voters of Quang Ninh province agreed with the system of socio -economic development indicators for the 2026-2030 period in the Government's Report, which pays special attention to cultural development associated with economic development and Vietnamese people in the new period.

The Standing Deputy Secretary of the Quang La Commune Party Committee said that in order to strongly and comprehensively develop Vietnamese culture and people, the Party and State need to continue to affirm the important role of culture in the cause of national development, ensuring that culture becomes an "endogenous strength" to promote sustainable development, and build an advanced culture imbued with national identity.

According to the Standing Deputy Secretary of the Quang La Commune Party Committee, it is necessary to build a healthy cultural environment, have a mechanism to control imported cultural products to avoid the risk of "cultural invasion"; have solutions to strictly manage entertainment culture and social culture to ensure both good customs and appropriate absorption of the quintessence of human culture. In particular, it is necessary to pay attention to synchronously deploying solutions in strict management and control, strictly handling and promptly preventing the negative impacts of social networks on the formation of the personality of the young generation.

Many Quang Ninh voters agree with the Party and State's viewpoints and policies on "Culture is the spiritual foundation of society, both the goal and the driving force for sustainable national development". Quang Ninh voters expect to raise the position of culture to be on par with politics , socio-economics, turning heritage into assets for socio-economic development.

Owning and managing two World Natural Heritages, Ha Long Bay and Yen Tu Monuments and Landscape Complex, Quang Ninh province adheres to that viewpoint, is focusing resources, constantly promoting the cultural strength of the people in the mining area, gradually turning cultural industry and heritage economy into an important driving force to promote sustainable economic and social development of the province and the country.

Director of the Department of Culture, Sports and Tourism of Quang Ninh province Nguyen Viet Dung said that it is necessary to have a way to "culturalize the economy" - bringing cultural values ​​into economic development so that the economy serves the long-term preservation of heritage; in which, focusing on conservation solutions associated with promoting the value of cultural heritage so that heritage is not only preserved but must "live" in modern life, becoming a driving force for the cultural industry.

The cultural sector focuses on improving the management of relics, restoring inventoried and ranked relics, focusing on World Heritage sites; protecting and preserving craft villages and traditional cultures of ethnic communities. At the same time, the sector strictly implements regulations on protecting relic sites; strengthens inspection and supervision to prevent the risk of encroachment and ensure sustainable development.

To develop culture in association with the economy, investment in infrastructure and technology development must come first; in which, it is necessary to focus on completing digital transformation, digitizing databases of the culture and tourism industry, forming digital museums, digital libraries, smart tourism applications; applying digital technology, artificial intelligence, AR/VR in digitizing and recreating heritage to open up new approaches and cultural experiences.

According to the Director of the Department of Culture, Sports and Tourism of Quang Ninh province, it is necessary to encourage socialization, create mechanisms for businesses, artists, and communities to participate in artistic creation activities, exploit cultural industries, through open spaces, community art, environmental art, and digital platforms for interaction between artists and the public.

Mr. Nguyen Viet Dung also said that it is necessary to perfect and promulgate mechanisms to encourage public-private cooperation; create mechanisms for the private sector to participate in developing cultural industries, and participate in exploiting and managing public land funds, infrastructure assets, cultural, sports and tourism institutions invested by the State.

The Party, National Assembly and Government need to choose to develop a number of unique cultural and tourism industries and products with international brands through the annual organization of cultural and artistic events, live shows, competitions, and unique festivals, with support mechanisms to attract world-famous directors and film studios.

Along with that, pay attention to attracting and developing high-quality tourism and cultural human resources, especially artists, management experts, technology engineers, digital content producers, focusing on training, linking with major creative centers in the region and the world to provide in-depth training in specialized fields such as performance, directing, stage design, digital art, art management, film..., forming a generation of human resources who are both knowledgeable about heritage and capable of bringing heritage values ​​to the global market.
