According to Decision No. 148/QD-TTg dated February 24, 2023 of the Prime Minister on promulgating the set of criteria and procedures for evaluating and classifying products of the OCOP Program, from 2023, the provincial level will only evaluate and classify products with the potential to achieve 4 stars and 5 stars proposed by the People's Committee at the district level; 3-star products will be evaluated by the district-level council and recognized by the People's Committee at the district level.

In 2023, the whole province has 58 products with 3 stars or more (36 new products, 16 re-certified products and 6 upgraded products). Of which, 7/9 districts proposed the provincial council to consider classifying 4-star products for 13 products and application documents for the 2023 provincial OCOP product classification assessment, including 10 food products, 1 beverage product and 1 cosmetic product. Hai Lang and Trieu Phong districts have no products proposed for evaluation and classification with 4 stars.

According to the assessment of the support team, the products participating in the assessment and classification in 2023 are all typical and typical products of each region and locality in the province. The subject focuses on improving the quality of the products, completing legal procedures such as certification of food safety qualified facilities, quality declaration records, quality indicator analysis sheets, building brand protection, packaging systems, labels, and leaflets.

In particular, there is 1 product proposed for consideration for a 5-star rating. In addition, because in 2023 the rating will be conducted according to a new set of criteria, with more stringent contents such as intellectual property, environmental protection, etc., requiring more standardization, 6/13 products do not meet the minimum requirements for a 4-star rating.

Deputy Director of the Department of Agriculture and Rural Development, Vice Chairman of the Provincial OCOP Program Product Evaluation and Classification Council Nguyen Hong Phuong emphasized that the guiding viewpoint of the Provincial People's Committee and the Provincial OCOP Program Executive Board is to attach importance to improving product quality, developing product value chains associated with building local raw material areas towards organic production, circular economy , and exploiting local resource values.

At the same time, the subject is required to complete packaging, labels, intellectual property, traceability... so that the product can gradually build a brand, create trust with users, gradually increase product value, and move towards increasing economic value. Absolutely do not chase after achievements, owe criteria, quantity to affect the reputation and brand of OCOP products.

After discussion and explanation from the support team, the council members voted to agree on the evaluation results to have a basis for product classification.
