The delegation was led by Mr. Duong Anh Duc, member of the Standing Committee of the City Party Committee, Head of the Propaganda and Mass Mobilization Committee of the City Party Committee - Head of Group 3. Accompanying Mr. Duong Anh Duc were: Mr. Vo Van Dung, member of the Standing Committee of the City Party Committee, Head of the Inspection Committee of the City Party Committee - Head of Group 1; Ms. Nguyen Thi My Hang, member of the Standing Committee of the City Party Committee, Head of the Internal Affairs Committee of the City Party Committee - Head of Group 2; Mr. Pham Thanh Kien, member of the Standing Committee of the City Party Committee, Permanent Vice Chairman of the City People's Council - Head of Group 4; Mr. Nguyen Chi Trung, member of the Standing Committee of the City Party Committee, Permanent Vice Chairman of the Inspection Committee of the City Party Committee; Mr. Nguyen Van Minh, member of the Standing Committee of the City Party Committee, Deputy Head of the Organization Committee of the City Party Committee; Mr. Tran Van Cu, member of the Standing Committee of the City Party Committee, Deputy Commander of the City Command; Mr. Nguyen Hoang Dinh, member of the Standing Committee of the City Party Committee, Deputy Head of the Propaganda and Mass Mobilization Committee of the City Party Committee, and 200 delegates from 4 groups of the City Party Committee.

The visit took place right before the Congress (October 13-15, 2025), providing delegates with practical information on the digital transformation process, innovation along with social responsibility in enterprises. This activity also demonstrated the connection between the Party, the government and the business community - important subjects to realize the vision of making Ho Chi Minh City become the leading center of economics , finance, science - technology, innovation and international integration in Southeast Asia.

Speaking at the ceremony, Mr. Duong Anh Duc - Head of the Propaganda and Mass Mobilization Department of the Ho Chi Minh City Party Committee - emphasized: " VNG is the first of the four unicorns of Vietnam, the pride of the city in the process of digital transformation and innovation. The VNG environment creates conditions for Vietnamese engineers and talents to develop their potential, capacity and strengths. This open model can hopefully also spread in state agencies, so that we can contribute more to the development of the City, accelerate the implementation of the Resolutions of the Party Congress on digital transformation and innovation, sustainable development".

Mr. Le Hong Minh, Founder and Chairman of the Board of Directors of VNG shared: “The era of growth launched by the General Secretary, the Party and the Government has opened up many new opportunities for private enterprises, especially technology enterprises like VNG, to develop even more strongly. Ho Chi Minh City has a dynamic environment, gathering many resources such as universities, an ecosystem of start-up enterprises and the position of one of the largest economic bridges in the region. New initiatives and projects such as the International Financial Center are opportunities for enterprises like VNG to research new directions, such as investing in global Fintech companies, expanding comprehensive AI investment to contribute to the development of the City and Digital Nation e-Vietnam.

At the meeting, VNG introduced to the Delegation the Group's 21-year journey of development, technological autonomy and constant innovation, from a small game startup to a leading technology & AI enterprise.

VNG currently owns the largest personal user platform in Vietnam, along with a diverse product ecosystem, serving tens of millions of users, businesses and organizations at home and abroad. Many products developed by VNG's engineering team have become important digital infrastructure platforms, contributing to promoting the digital economy of the City and Vietnam. Typical examples include:

+ Zalo: With more than 78 million users and 2 billion messages sent every day, Zalo is currently playing the role of a positive, fast and effective information bridge between the Government, businesses and people.

+ Zalopay - Top 2 payment platform in Vietnam with more than 16 million users.

+ Game: VNG is currently the largest game developer and publisher in Vietnam and No.2 in Southeast Asia, with 60 million monthly users - 40% from foreign markets.

+ In particular, VNG is pioneering comprehensive investment in AI, aiming to master core AI technology and build “sovereign” AI for Vietnam. In particular, GreenNode has deployed Vietnam’s first AI Cloud data center, serving the global market.

+ The Vietnamese large language model (LLM) built from scratch by Zalo AI engineers has 1.5 times the capacity of OpenAI's GPT 3.5, making Vietnam one of the first few Southeast Asian countries to own its own LLM.

In addition to continuous technological innovation, VNG always promotes social responsibilities and community initiatives. In 2024, the Group ranked 29th among the 100 largest private enterprises contributing to the national budget. The Group's total budget contribution in the period of 2022-2024 reached over 3,200 billion VND.

As an essential digital infrastructure, Zalo has supported local ministries and branches to send more than 265 million messages to prevent natural disasters; provide legal advice and administrative regulations using AI for people through the Digital Citizen Assistant tool...

Since 2020, the Group's total charitable donations have reached 92 billion VND; notably UpRace, the most influential community running initiative in Vietnam. On October 9, VNGGames also donated 7 billion VND to the people in the North affected by storm No. 11 through the Vietnam Fatherland Front.

VNG is currently cooperating with 33 domestic and foreign universities, pioneering the promotion of the State - School - Enterprise linkage model. Most recently, the Group signed a comprehensive cooperation agreement with Ho Chi Minh City National University, committing to sponsor 25 billion VND within 3 years for research & development activities, AI and joint training of 1,000 high-quality students.
