The Central Government assigned the recruitment of about 66,000 teachers, but over the past 3 years, the education sector nationwide has only recruited nearly 6,000 teachers.

In the telegram on ensuring the staffing of preschool and general education teachers sent to the Ministry of Education and Training and localities, Prime Minister Pham Minh Chinh reiterated the situation of local surplus and shortage of teachers in some localities, with about 60,000/66,000 staffing positions assigned from 2022 not yet recruited, while there is still a shortage of more than 120,000 teachers at all levels of public preschool and general education.

To overcome this situation, the Prime Minister requested the Ministry of Education and Training to coordinate with the Ministry of Home Affairs to review, urge and inspect the recruitment of teachers in localities, ensuring that all assigned positions are recruited. At the same time, continue to review and propose to competent authorities to supplement the number of preschool and general education teachers that are lacking compared to the prescribed norms of the education sector.

The Ministry of Education and Training needs to urgently research and find appropriate and effective solutions to overcome the shortage of teachers, ensuring two teaching sessions per day; not let the arrangement and organization of the apparatus lead to a shortage of teachers, affecting learning.

The Ministry of Home Affairs inspects and urges localities to recruit enough staff according to the assigned payroll, overcome the surplus and shortage of teachers, and ensure the principle of "where there are students, there must be teachers in the classroom".

The Prime Minister also requested the People's Committees of provinces and cities to proactively review, arrange, and regulate teachers to overcome local surpluses and shortages; increase the number of seconded teachers, and teach in inter-school and inter-level schools.

The head of the Government emphasized that there needs to be a synchronous and effective solution to recruit the right number of teachers according to the number of positions granted, to avoid the situation of having positions but not being able to recruit. "To promptly supplement the shortage of teachers, localities can sign teaching contracts with teachers," the Prime Minister suggested a solution.

In the long term, the Prime Minister requested to develop and improve the quality of the teaching staff; research policies to attract teachers to work locally and stay long-term.

On May 4, the Ministry of Education and Training sent a dispatch requesting the People's Committees of provinces and cities to have mechanisms and policies to attract teachers to work, place training orders, and strengthen teacher training; specifically determine the number and structure of teachers lacking by year, level, and subject from the 2026 to 2031 school year and report to the Ministry.

In the immediate future, authorities need to review and transfer teachers from areas with surplus to areas with shortages; rearrange educational facilities, and reduce the number of schools based on the principle of convenience for the people and suitability with actual conditions. In addition, localities need to develop mechanisms and policies to encourage the establishment of non-public educational facilities and the socialization of education.

The shortage of teachers has been going on for many years in most provinces and cities. Despite the shortage, localities do not have resources to recruit. Even in Ho Chi Minh City, many IT and English teacher positions sometimes have no one applying or those who are accepted do not accept the job.

Or in Thanh Hoa, at the end of last year, more than 2,700 primary and secondary school students in Lang Chanh district were not able to study English, IT, and Music for 2 months due to a lack of teachers.
