Binh Dinh Economic Zone Management Board said that regarding the implementation of projects to select investors after the 2024 Land Law takes effect, the unit is preparing documents and procedures to organize land use rights auctions to select investors in 2024 for 4 projects in Nhon Hoi Economic Zone.

These projects include the Southwest Urban Area of ​​Nhon Ly Commune (21.3 hectares); Eo Gio Eco-tourism Area (10.4 hectares); Phuong Mai Mountainside Parking Lot (1.2 hectares) and Point No. 2 (2-2), Nhon Ly - Cat Tien Beach Tourism Area (40.21 hectares).

These projects all have a 50-year operating period and are included in the 2024 Land Use Rights Auction and Land Lease Plan approved by the People's Committee of Binh Dinh province on January 25, 2024.

In particular, in the Southwest Urban Area of ​​Nhon Ly Commune, for residential land, the State allocates land with land use fees collected; for commercial and service land, the State leases land with one-time payment for the entire lease term; for green land, technical infrastructure hub land - parking lots, traffic land, public works land, the State does not issue Land Use Right Certificates.

For the remaining 3 projects, the State leases land and collects land rent once for the entire lease term.

Regarding Project Point No. 2 (2-2), Nhon Ly - Cat Tien Beach Tourist Area, on October 22, 2024, the Management Board of Binh Dinh Provincial Economic Zone issued a decision approving the adjustment of the project investment policy.

The project has a total estimated investment capital of over VND 2,215.57 billion, and will be implemented in Cat Chanh Commune, Phu Cat District, Nhon Hoi Economic Zone. The project implementation progress will not exceed 60 months from the date of the land lease decision by the competent state agency.

According to the representative of the Binh Dinh Economic Zone Management Board, the reason for the project adjustment is based on the provisions of the 2024 Land Law. Previously, the project was approved for investment on October 20, 2023 with a total expected investment capital of more than VND 4,563 billion (the area is still 40.21 hectares).

After adjusting the investment policy, on October 26, 2024, the Management Board of Binh Dinh Economic Zone announced the selection of an organization to auction land use rights for this project (reception time until 00:00 on October 30, 2024).

It is known that on October 10, 2024, the People's Committee of Binh Dinh province issued a document directing the implementation of projects to select investors after the effective date of the 2024 Land Law.

In particular, for projects that have been approved by the Provincial People's Committee in the form of land use rights auctions but have not yet organized or approved the auction results; the Chairman of Binh Dinh Province assigned agencies and units that are performing the task of organizing land use rights auctions for projects in the province to review the conformity of the contents in the decision approving the investment policy of the Provincial People's Committee compared to the provisions of the 2024 Land Law and Decree No. 102/2024/ND-CP, dated July 30, 2024 of the Government and related legal provisions.

After reviewing, the agencies and units will report and propose to the Provincial People's Committee (through the Department of Planning and Investment) to consider and adjust the investment policy (if any) to comply with current relevant legal regulations. The review will be completed in October 2024.

According to the decision approving the starting price for organizing the auction of land use rights approved on October 18, 2024, the Phuong Mai Mountainside Parking Lot Project has a starting value of more than 1.9 billion VND (166,587 VND/m2, area 12,000 m2); The Southwest Urban Area Project of Nhon Ly Commune has a starting value of 537,436 billion VND (residential land is more than 456 billion VND, starting price 9,673,501 VND/m2; commercial service land is more than 80.7 billion VND, starting price 4,577,577 VND/m2).
