General Secretary To Lam's speech at the 14th Central Conference with the request for 5 "plus points" when selecting personnel for the 14th Politburo and Secretariat is receiving special attention from cadres, party members, and people nationwide.
Many opinions agree that this is the criterion for training the character, qualities, and capacity of leaders and commanders, putting political responsibility, ethics, and dedication first.
Having read carefully the speech of General Secretary To Lam at the 14th Central Conference, especially the requirement of 5 "plus points", Dr. Nguyen Duy Phuong, lecturer of the Faculty of Law, School of Labor and Social Affairs, commented: Those are the requirements for high-ranking personnel of the country such as having a national strategic vision, being able to maintain the country's autonomy; having the capacity to lead and command on a national scale; having political prestige and integrity at a symbolic level for everyone to follow and learn from; having the ability to implement the Resolution into measurable results and achievements; having enough endurance, both mentally and physically, to withstand the pressure and intensity of work in the 14th term and possibly the following terms.
Particularly impressed with the first “plus point” that the General Secretary mentioned, which is the national strategic vision and the ability to maintain the country’s autonomy, Dr. Nguyen Duy Phuong said that this is a very specific and appropriate requirement. Because the national leader must be a person with a national strategic vision and the ability to maintain the country’s autonomy. This requirement is even more suitable in the current context when our Party has included the phrase “strategic autonomy” in the draft document submitted to the 14th Party Congress.
Only when national leaders have strategic vision can our country have strategic autonomy, Dr. Nguyen Duy Phuong emphasized.
According to Mr. Nguyen Duy Phuong's analysis, in the context of deep integration, non-traditional security challenges, economic fluctuations and increasingly fierce strategic competition between major countries, strategic vision is not only the ability to see far, but also the capacity to maintain independence and autonomy in all circumstances.

A leader must know how to put national interests first, proactively forecast, grasp trends and lead the country in the right direction. This strategic thinking has been proven through historical periods, from the reform path to the international integration policy, and has always brought new strength and power to the nation.
“In our Party’s tradition, personnel work has always been considered the key of the key. Selecting the right person, assigning the right job, and placing him in the right place is the core requirement to ensure the Party’s comprehensive and absolute leadership. The criteria that General Secretary To Lam put forward at the 14th Central Conference are a new set of criteria, demonstrating innovative thinking in building a team of strategic-level cadres, meeting the requirements of developing and protecting the Fatherland in the new period,” Dr. Nguyen Duy Phuong affirmed.
Sharing about the requirement for personnel to have enough endurance, both mentally and physically, to withstand the pressure and intensity of work in the XIV term and the following terms, Dr. Nguyen Duy Phuong said that this is an emphasis on the factor of courage. In leadership work, pressure always goes hand in hand with responsibility. Endurance is not only physical strength, but also mental toughness, steadfastness in the face of difficulties, listening to criticism, and resistance to temptation. An officer who is not healthy enough and lacks willpower will find it difficult to keep up with the pace of work and take on important responsibilities in a dynamic and demanding political environment.
“That endurance is a concrete manifestation of the country's leadership qualities,” Dr. Nguyen Duy Phuong commented.
Agreeing with the criteria of 5 "plus points" in selecting personnel for the 14th Politburo and Secretariat, Senior Lieutenant Colonel Nguyen Van Hau, former Chief of Po Ma Border Guard Station (Lang Son), agrees with the criteria that strategic-level cadres must have leadership and command capacity on a national scale.
“That criterion reminds us of the qualities of a Commander in all fields. It is not only the capacity to organize and manage, but also the ability to inspire, create consensus, and be decisive in action. A strategic-level officer must know how to coordinate the combined strength of the entire system, grasp the situation, make timely and correct decisions, and dare to take responsibility before the Party and the people. In practice, the spirit of “proactivity, flexibility, and decisiveness” is the factor that helps Vietnam overcome many challenges,” Senior Colonel Nguyen Van Hau shared his thoughts.
Lieutenant Colonel Nguyen Van Hau also said that one of the five requirements that the General Secretary put forward for the personnel of the Politburo and Secretariat of the 14th tenure regarding prestige and integrity is "not new but at a much higher level than before" when political prestige and integrity must be at a symbolic level for everyone to follow. This is also the core requirement for ethics and honor of cadres.
In the army, prestige is power, an unspoken command. In the Party, prestige is the “political capital” of each person. Prestige is formed from exemplary conduct, dedication and consistency between words and actions.
An incorruptible and undisciplined cadre cannot maintain the people's trust. Therefore, cultivating character, being steadfast in one's stance, daring to speak, to act, to take responsibility are manifestations of political prestige. Many examples of incorruptible cadres and party members who are devoted to the people have left a deep impression in the hearts of the people, becoming models of public service ethics.

“I strongly agree with the General Secretary’s viewpoint that this term’s personnel must be capable of implementing the resolution into measurable results and achievements. This is a demonstration of the spirit of action, fighting against formalism, and saying no to tenure-based thinking. In the military, an order is only meaningful when it is implemented accurately and effectively. In the Party, a resolution is only valuable when it is put into practice, bringing about concrete changes, making the people believe and follow,” Senior Colonel Nguyen Van Hau emphasized.
According to Lieutenant Colonel Nguyen Van Hau, leaders must know how to turn vision into plans, policies into actions, and promises into concrete results. Key national projects, strategic economic zones, and effective social security policies are all proof of the organizational and implementation capacity of dedicated and visionary officials.
“These 5 plus points are the long-term orientation for personnel work so that our country can build and have a team with sufficient qualities, capacity and prestige, equal to the tasks in the new period. Each “plus point” is an extremely important factor that creates the political mettle of the cadre, is an example for subordinates to follow, and for the people to trust”, affirmed Senior Colonel Nguyen Van Hau./.
