Before Mr. Joe Biden, incumbent US presidents who visited Vietnam included President Bill Clinton (visited in November 2000), President George W. Bush (November 2006), President Barack Obama (May 2016), and President Donald Trump (November 2017).

On November 17, 2000 at the Presidential Palace,President Tran Duc Luong presided over the ceremony to welcome President Bill Clinton on an official visit to Vietnam.

Mr. Bill Clinton is the first US president to visit Vietnam since the two countries normalized diplomatic relations on July 11, 1995. The visit took place 25 years after the end of the Vietnam War (in 1975).

President Clinton’s visit marked an important step forward in economic and trade relations between Vietnam and the United States. He announced the lifting of the US trade embargo on Vietnam, opening the door to stronger economic cooperation between the two countries.

The visit contributes to laying the foundation for good relations between Vietnam and the US in the coming years, demonstrating the commitment of both countries in building a cooperative future for peace, stability and prosperity, despite past events.

On November 17, 2006, President Nguyen Minh Triet hosted a ceremony to welcome President George W. Bush to Vietnam for an official visit. Mr. Bush came to Vietnam to attend the Asia-Pacific Economic Cooperation (APEC) Forum in Hanoi.

During his visit, President Bush focused on promoting Vietnam-US economic and trade relations, creating opportunities for foreign direct investment. He also promoted cooperation in the fields of HIV/AIDS prevention, education, cultural exchange, people-to-people exchanges, etc.

President Bush and First Lady visited several historical and cultural sites in Vietnam, honoring and showing respect for the heritage and people of Vietnam.

The visit has promoted cooperation and understanding between Vietnam and the US in many fields. Although there are still many difficult-to-resolve differences, bilateral relations continue to have positive changes in a stable and long-term direction.

On July 25, 2013, Vietnam and the United States established a Comprehensive Partnership.

On May 23, 2016, President Tran Dai Quang hosted a ceremony to welcome US President Barack Obama to Vietnam for an official visit. This was the first visit by a US president to Vietnam since the war, creating important opportunities for cooperation and reconciliation.

During the visit, President Obama announced that the US had completely lifted the ban on selling lethal weapons to Vietnam, showing that relations between the two countries had been completely normalized.

Vietnam and the United States issued a joint statement on promoting comprehensive cooperation in a more substantive, profound and effective manner. The two sides agreed to take development cooperation as the focus of developing bilateral relations.

During the visit, the two sides reached a number of important agreements on economics, trade, investment, health, education, humanitarian affairs, justice, law enforcement, and people-to-people exchange.

On November 12, 2017, President Tran Dai Quang hosted a ceremony to welcome President Donald Trump to Vietnam for a state visit. Mr. Trump attended the APEC Economic Leaders' Meeting in Da Nang.

In 2017, Vietnam and the US had two high-level visits to each other, in which Vietnam was President Trump's first destination in Southeast Asia and the only country where President Trump stopped in two cities (Da Nang, Hanoi). Mr. Trump was the first US president to visit Vietnam in the first year of his presidential term.

During President Trump’s visit to Vietnam, the two countries’ leaders agreed to continue prioritizing the promotion of economic, trade and investment relations, considering this the focus and driving force for strengthening the Comprehensive Partnership. The two leaders witnessed the signing of many economic cooperation agreements with a total value of over 12 billion USD.

In 2019, General Secretary and President Nguyen Phu Trong held talks and Prime Minister Nguyen Xuan Phuc met with US President Donald Trump on the occasion of the 2nd US-North Korea Summit held in Vietnam (February 27, 2019).
