6 districts and cities in Hai Duong have basically completed the election of village and residential area chiefs.

As of November 23, Hai Duong has 6 localities that have basically completed the election of village and residential area chiefs, including Ninh Giang, Binh Giang, Cam Giang, Nam Sach, Tu Ky districts and Chi Linh city. The 6 localities have elected a total of 539 village and residential area chiefs, of which the number of re-elected people accounts for over 50%.

In Ninh Giang, Binh Giang, Nam Sach districts and Chi Linh city, 100% of elected village chiefs are party members. In Cam Giang district, there are 2 non-party members, and in Tu Ky district, there is 1 non-party member. In the 2024-2027 term, some localities have decided not to implement the model of Party cell secretary concurrently holding the position of village or residential area chief.

Except for Chi Linh City, which held elections before Decree 59/2023/ND-CP dated August 14, 2023 detailing a number of articles of the Law on Grassroots Democracy, many districts had to hold elections. Organize the distribution of ballots to collect opinions from each household because many community meetings do not ensure the attendance of more than 50% of family representatives.

In Tu Ky district, only Minh Duc commune has not held an election; 13 villages that have not elected village chiefs in Cong Lac, Phuong Ky, and Van To communes will distribute ballots to collect opinions from November 24.

In Ninh Giang, Binh Giang, Cam Giang and Nam Sach districts, some people who were not elected will be re-elected.

The remaining districts, towns and cities will organize the election of village and residential area chiefs before February 2025 according to regulations.
