Implementing the Project on emission reduction in the crop production sector for the period 2025 - 2035, with a vision to 2050, the Department of Agriculture and Environment of Ha Tinh has consulted and reported to the Provincial People's Committee to issue an Action Plan to concretize this project with the goal of synchronous and unified implementation throughout the province, promoting agricultural restructuring towards green, sustainable and environmentally friendly direction.

Mr. Tran Hung, Head of the Ha Tinh Department of Crop Production and Livestock Production, said that in this period, the two-level government will begin to operate stably and smoothly if localities pay attention and coordinate well with specialized sectors. The project on reducing emissions in the crop production sector will strongly transform crop production in the direction of adapting to climate change, modernizing technology, increasing the value of agricultural products and gradually participating in the carbon market, contributing to increasing economic efficiency for producers.

Based on reviewing the advantages of each region and specific locality, Ha Tinh has built many groups of tasks to focus on implementing until 2030.

First, Ha Tinh identified the need to quickly and flexibly change the crop structure towards developing high-value perennial crops to increase carbon absorption. Convert ineffective rice land to dryland crops, fruit trees or rice-aquaculture models. Encourage rice-color models and crop rotation to improve soil and reduce emissions.

To reduce emissions in cultivation, Ha Tinh will apply emission reduction technical packages such as: Alternate wetting and drying (AWD) in rice cultivation; Proper nutrient management, increased use of organic fertilizers, microorganisms, slow-release fertilizers; Reducing chemical pesticides, promoting biological measures; Conservation farming: minimal tillage, increased coverage, reasonable crop rotation; Application of digital technology, smart sensors; Use of by-products to produce biochar, application of carbon absorption measures; Systematizing documents and technical instructions for each group of crops.

At the same time, deploy regional and value chain models, with 9 key demonstration model groups, including: organic rice, reduced-emission rice, rice - fish, rice - peanuts, peanuts - rice, tea, grapefruit, oranges and low-emission pineapple.

“We are striving to reach 15,000 hectares of alternate wetting and drying (AWD) rice production area by 2030 and over 24,000 hectares by 2035,” Mr. Tran Hung emphasized.

Another important task is to build a database of emissions by crop and ecological zone; digitize data; and connect national inventories. Next, widely communicate agricultural production to reduce emissions; train cadres, cooperatives, and farmers; and build and disseminate standardized documents.

Finally, linking production and consumption, building low emission certification, traceability and trade promotion.

12 communes and wards pilot application of technical advances in rice production to reduce emissions

From the spring crop of 2025, the pilot project of reducing emissions in rice production was implemented in Nam Phuc Thang commune (formerly Cam Xuyen district, now Thien Cam commune) with an area of ​​over 50 hectares. By the summer-autumn crop of 2025, the model was expanded to an area of ​​250 hectares/750 households in the three villages of Trung Dong, Hung Loc and Ha Phuc Dong of Thien Cam commune. These are fields that have been accumulated, the banks of small plots have been broken, forming large plots.

According to Mr. Le Ngoc Huan, Director of the Department of Agriculture and Environment, after the initial success of the pilot model, from the spring crop of 2026, Ha Tinh plans to expand the pilot implementation of applying technical advances and applying emission-reducing crop production measures on rice with an area of ​​more than 230 hectares, in 12 communes and wards with the participation of enterprises, including: Ha Huy Tap ward, Tran Phu ward, Hong Loc commune, Tung Loc, Cam Binh, Truong Luu, Can Loc, Gia Hanh (applying tray seedlings, transplanting machines, alternating flooding and drying); Ky Anh commune (applying tray seedlings, transplanting machines/cluster seeding, alternating flooding and drying) and Duc Thinh, Tung Loc, Tu My communes (demonstrating varieties combined with applying the SRI production process).

“Emission-reducing rice production is a trend and is part of the Government’s long-term orientation. Therefore, from the spring crop of 2026, localities need to take drastic actions, focusing on implementing this content, creating a premise for Ha Tinh’s crop industry to develop in a low-emission, ecological and modern direction, ensuring effective use of land, water and input resources, while controlling, absorbing and compensating for emissions in a substantial way,” the Director of the Department of Agriculture and Environment emphasized.
