On January 28, Armenian Prime Minister Nikol Pashinyan said he had proposed a new initiative to Azerbaijan, pending a comprehensive peace treaty.

AFP reported that speaking at the 32nd anniversary of the Armenian army, Prime Minister Pashinyan confirmed: "We have presented to Azerbaijan a proposal for a common arms control mechanism and signing a non-aggression pact if the process of signing a peace treaty encounters delays."
Besides, he also declared that Yerevan must "reconsider its strategic thinking in the security field and diversify international relations in that field".
“We need to prepare to buy new and modern weapons. Over the years, the government has signed arms procurement contracts worth billions of dollars,” the leader said.
Earlier, in late 2023, Mr. Pashinyan and Azerbaijani President Ilham Aliyev said that a peace agreement could have been signed by then, but so far, internationally mediated peace talks have not achieved a breakthrough.
Relations between Yerevan and Baku are strained over control of the Nagorno-Karabakh region, which lies deep in southwestern Azerbaijan but is predominantly ethnic Armenian and wants to be annexed by Armenia.
Rising tensions between the two neighbors culminated in a war that lasted from February 1988 to May 1994. Despite a ceasefire agreement reached in 1994 and numerous peace talks that followed, conflict still occurred there.
Since 2008, Azerbaijan and Armenia have held dozens of high-level meetings to resolve the issue, but have not found a suitable reconciliation.
In May 2022, the two countries announced the establishment of a border demarcation commission, a move that was seen as a step towards an early end to the Nagorno-Karabakh dispute.
In September 2023, the Russian Ministry of Defense announced that, with the mediation role of the country's peacekeeping force in the Nagrono-Karabakh region, representatives of Azerbaijan and Armenian forces in this territory had reached an agreement to completely end hostilities.
