Bac Giang: Focus on responding to the risk of landslides, flash floods, and localized flooding

BAC GIANG - Implementing the direction of the Prime Minister, the Office of the National Civil Defense Steering Committee and the Chairman of the People's Committee of Bac Giang province have just issued an urgent telegram directing provincial and local departments, branches and localities to focus on responding to the risk of landslides, flash floods and localized flooding in the province.

The dispatch stated that currently, the province is focusing on restructuring administrative units, preparing to end the operation of district-level authorities to implement the 2-level local government model, and the agency directing and commanding disaster prevention and control at the grassroots level is not yet stable.

To ensure the safety of life and minimize damage to property of the people and the State, the Chairman of the Provincial People's Committee requested the Chairmen of the People's Committees of districts, towns and cities to continue to closely monitor the situation, effectively organize and implement measures to prevent and combat natural disasters; absolutely must not allow interruptions in the leadership and direction of disaster response when implementing the rearrangement of administrative units and organization of local governments at 2 levels.

Especially for localities such as Son Dong, Luc Ngan, Luc Nam, Yen The, Hiep Hoa where landslides have occurred and some high-risk areas, the Chairman of the Provincial People's Committee requested to review, inspect, proactively evacuate and relocate people from dangerous areas.

The Department of Agriculture and Environment is responsible for directing, organizing, closely monitoring, warning, forecasting, and providing timely information on weather and natural disasters to departments, branches, localities, and the People to proactively respond.

Guide localities to implement specific measures to prevent, combat and overcome the consequences of natural disasters according to assigned functions, tasks and authority. Timely report and advise the Chairman of the Provincial People's Committee to direct issues beyond their authority.

The Department also focuses on directing, inspecting, and urging localities to focus on handling and overcoming incidents of dikes, dams, and natural disaster prevention and control works that occurred during the 2024 storm season and in the past to proactively prevent and combat natural disasters in the coming time.

In coordination with the Provincial Military Command, the Department of Home Affairs urgently reviewed, urged, and guided localities to perfect the agencies performing the tasks of directing and commanding natural disaster prevention, control, and search and rescue when organizing two-level local governments.

Along with that, the Chairman of the Provincial People's Committee assigned the Department of Industry and Trade to proactively direct and implement landslide prevention and control work, ensuring safety for hydroelectric dams, power supply and transmission systems, mines, and mineral exploitation waste dumps.

The Department of Construction directs the review and inspection of traffic routes; promptly detects areas at risk of landslides and deep flooding to have plans to ensure traffic and traffic safety, especially on highways, national highways and main traffic routes. Coordinates and supports localities in overcoming landslide incidents on main traffic routes.

The Provincial Military Command closely monitors incidents, natural disasters, and landslides; proactively directs, coordinates, and supports localities in deploying timely response and search and rescue work when there are dangerous situations at the request of the locality.

The provincial police directed local police, especially the grassroots police force, to develop plans and proactively deploy support for people to prevent and combat flooding, overcome the consequences of natural disasters and incidents, and search and rescue when situations arise.

The Chairman of the Provincial People's Committee also requested the companies managing and exploiting irrigation works to immediately check the operating conditions of pumping stations and drainage canal systems to proactively pump and drain water to prevent flooding, protect agricultural production, urban areas and industrial zones and clusters. The Provincial Radio and Television Station and Bac Giang Newspaper should strengthen communication and provide timely and accurate information on natural disaster developments so that people know and proactively respond.
