According to Plan No. 57, site clearance for Gia Binh International Airport is an important task. Specific timelines are set: Completion of resettlement areas before October 15, 2025, cemetery areas before September 20, 2025, agricultural land before October 30, 2025 and non-agricultural land before February 20, 2026. These are very urgent timelines, requiring smooth and effective coordination between levels, sectors and local authorities.

Mr. Do Van Ninh, Deputy Director of the Provincial Land Fund Development Center, shared: “We are well aware that this is the province's top political task. As soon as the plan was made, the Center and its branches established 16 specialized working groups, located in key areas to directly direct and implement. The unit established working groups in Luong Tai commune, while the Gia Thuan Land Fund Development Center Branch was in charge of Gia Binh commune. The mobilized officers were determined to work day and night to ensure progress.”
To achieve the goal, the Center deploys work in a scientific and synchronous manner. Mr. Tong Van Nghia, Deputy Head of the Department of Land Fund Management and Development, said: "Since the beginning of August, we have sent staff to the locality to collect information, prepare facilities for professional activities; coordinate with village Party cells to disseminate the State's policies and guidelines on site clearance and related projects."
On this basis, from September 6 to September 12, working groups organized meetings with people in villages of Gia Binh and Luong Tai communes. The main content was information on the Gia Binh International Airport project and related projects; the State's policies and guidelines on site clearance. At the same time, they reviewed and compared land plot information of each household, and prepared documents for site clearance.
By September 12, the initial implementation results were very encouraging. According to the Center's report, 31/35 villages in Gia Binh and Luong Tai communes had organized meetings. 5,876/7,365 households had declared their agricultural land area (478.47 ha). Notably, in Thu Phap village, Gia Binh commune - where the VIP station is planned to be built, 137/141 households received compensation in advance. This shows the high consensus and cooperation from the people.

Achieving initial results has an important role of the local government. According to Mr. Hoang Van Binh, Chief of Office of Gia Binh Commune People's Committee, the leaders and staff of the Center, branches and local government have worked very closely and effectively, from propaganda work to operational activities of checking population and land area in the area that must be cleared. Through this, it has helped the local government handle and resolve a number of arising problems; at the same time promptly respond to recommendations and questions of households, creating trust for the people.
As one of 148 households in Dong Lam village, Gia Binh commune attending the people's meeting on September 12, Mr. Hoang Van Le excitedly said: "Through the propaganda and explanation of the local government and provincial professional agencies, my family agrees with the State's policy of land acquisition to build Gia Binh International Airport. We hope to have our rights guaranteed and be supported in changing our careers to stabilize our lives in the long term."
From the information of the Center, 35 village Party cells under the two Party Committees of Gia Binh and Luong Tai communes have proactively organized regular meetings, focusing on thoroughly disseminating the Party's guidelines and policies, the State's policies and laws related to compensation and site clearance; propagating the significance and importance of the Gia Binh International Airport project as well as infrastructure projects to hundreds of cadres and party members. Party committees of the Party cells have promptly provided complete and accurate information to each cadre and party member, helping each person clearly understand the policy, thereby doing a good job of propagating and mobilizing the people. Cadres and party members are encouraged to uphold the pioneering spirit, exemplary compliance, and at the same time participate in explaining and mobilizing people in the village to clearly understand their rights and responsibilities in site clearance work. Through Party cell meetings, they contribute to ensuring the progress of site clearance implementation, building solidarity in performing the task of socio-economic development in the locality.
Despite initial results, the site clearance work still faces many challenges. The biggest obstacle is that the project has not yet marked the detailed planning boundary in the field, causing difficulties in determining the exact area and land ownership. In addition, some cases of land sold by localities, lease contracts have expired; agricultural land has been restructured but lacks legal documents and many plots of land do not have land use right certificates... are also obstacles in the site clearance work. To solve these problems, the Center is coordinating with localities to review the legal basis, determine the ownership and origin of the land. The cooperation of local authorities, from communes, villages to party cells, is a key factor in solving arising problems.
In the coming time, the Center will focus on completing the remaining workload and continue to closely coordinate with the People's Committee of Gia Binh commune to review information, records, and land data as a basis for the work of making compensation, support, and resettlement plans for the land area of about 40 hectares in the villages: My Thon and Thu Phap (the planned location is related to the air traffic control station). Continue to organize meetings with people, declare, inventory, review the origin of the land and make preliminary compensation and support plans according to the proposed boundaries provided by the investor for locations and areas that need priority according to the project implementation progress...
According to the Center's leaders, the unit is implementing site clearance step by step, prioritizing agricultural land first to create consensus. However, when moving to site clearance for residential land, moving graves, religious and belief structures, it will directly impact the people. The Center recommends that all levels, sectors and investors consider and implement at appropriate times to ensure high unity.
