As a mountainous district, the socio -economic development conditions of Bac Yen district still face many difficulties, the people mainly produce agriculture. The restructuring of employment to solve the problem of rural labor is being implemented by Bac Yen district with many solutions, creating income and improving the lives of the people.

Currently, Bac Yen district has about 41,000 people of working age, of which over 6,000 workers aged 15-18 have not been trained and are in need of work. Every year, the district directs the Department of Labor - Invalids and Social Affairs to step up propaganda, coordinate with communes and towns to review the number and age of workers; coordinate with vocational training facilities, production facilities, and provide vocational counseling for young people of working age; open training courses, integrate programs and projects to support new job creation for workers in the district.
From 2022 to present, the district has maintained the organization of the Job Fair, creating conditions for vocational training schools, companies, and enterprises to introduce their labor recruitment needs, recruitment positions, and policies of enterprises for workers. Consulting, introducing, and guiding the preparation of documents and procedures for labor export for workers in need. The festival attracts thousands of workers, union members, and youth of 16 communes, towns, and high school and junior high school students from schools inside and outside the district. Thereby, helping workers choose suitable jobs.
Mr. Thao A Mua, Vice Chairman of Bac Yen District People's Committee, said: The job fair is a bridge connecting businesses with workers who are looking for jobs, an opportunity for workers to directly contact businesses that need to recruit workers. Workers have more options and opportunities to find jobs that suit their conditions, abilities, health, and career orientation. Help young people start their own businesses; workers from poor and near-poor households find jobs, have income to ensure their lives, contributing to rapid and sustainable poverty reduction.
In Ta Khoa commune, there are many young people of working age who are looking for jobs. Mr. Quang Van Quyen, Chairman of the Commune People's Committee, said: Vocational training for rural workers has always been of interest to the Party Committee and the commune government. The commune has coordinated with businesses that have recruitment needs to introduce people to learn and choose. At the same time, coordinate with specialized agencies to open training courses on the application of science and technology for local people, gradually changing the mindset of agricultural production towards goods with higher productivity and quality, meeting market demand, promoting the economy, ensuring social security of the locality.
From 2022 to present, Bac Yen district has successfully supported and connected jobs for nearly 1,000 workers; created jobs for 1,777 workers; 100% of workers from poor households, near-poor households, and newly escaped poverty households in need of support in connection, counseling, career orientation, provision of labor market information, and job search support.
Mr. Dinh Van Sang, Party cell secretary, Head of Sap Viet village, Ta Khoa commune, said: the village has 252 households, 1,400 people; of which, over 900 people are of working age. Through the connection of the commune and district, the village currently has more than 200 workers working at enterprises in the provinces, with an income of 8-15 million VND/month. The people's lives are increasingly improving, no longer as difficult as before.
Restructuring and meeting the supply and demand for employment, Bac Yen district continues to support connection, consultation, career orientation, providing labor market information, support, job creation, striving to have 47.5% of trained workers in Bac Yen district by 2025, contributing to reducing the average poverty rate by 4%/year or more.
