The content of the document clearly states: Regarding the Bac Ninh Provincial Party Committee's Submission No. 89-Ttr/TU dated April 2, 2025 reporting to the Politburo and the General Secretary on the implementation of the tasks of developing the Project to establish Bac Ninh City directly under the Central Government, recommending the Politburo and the General Secretary to agree in principle to allow Bac Ninh province to postpone the reporting time for the Project, the General Secretary has the following instructions:

Agree in principle to allow Bac Ninh province to postpone the reporting time for the Project to establish Bac Ninh city directly under the Central Government. The Standing Committee of Bac Ninh Provincial Party Committee is responsible for handing over the task of building Bac Ninh province into a city directly under the Central Government to the Standing Committee of the new Provincial Party Committee (after the merger) to implement and report to the General Secretary and the Politburo at an appropriate time as requested by the Standing Committee of Bac Ninh Provincial Party Committee in Submission No. 89-Ttr/TU.

General Secretary To Lam requested the Standing Committee of the Bac Ninh Provincial Party Committee to continue to coordinate with the Government Office, relevant ministries and localities in implementing ongoing tasks and work, not to be affected by the policy of rearranging and reorganizing administrative units at all levels and building a 2-level local government organization model; ensure compliance with legal regulations, and prevent corruption, waste and negativity during the delay in reporting the Project on establishing Bac Ninh City directly under the Central Government.
