Issuing guidelines for implementing support regimes for civil servants and public employees working in digital transformation

The Ministry of Science and Technology has just issued Circular No. 23/2025/TT-BKHCN guiding the determination of specialized digital transformation job positions that are eligible for support under Decree No. 179/2025/ND-CP dated July 1, 2025 of the Government.

The Circular specifically regulates the determination of specialized job positions on digital transformation under the state management function of the Ministry of Science and Technology , to ensure that the implementation of support regimes for civil servants and public employees working on digital transformation is unified, transparent and targeted.

Subjects of application according to the Circular include:

Civil servants hold specialized positions in information technology management, digital technology industry, information technology application, digital transformation or electronic transactions in agencies and organizations from central to communal level. Officials hold similar positions in public service units from central to communal level.

The list, job descriptions and competency framework of specialized digital transformation positions are specified in detail in Appendices I and II issued with the Circular.

The Circular clearly states that only civil servants and public employees who are assigned or assigned by competent authorities in writing to take on specialized responsibilities are eligible for the support level prescribed in Decree 179/2025/ND-CP. Cases of concurrently holding digital transformation tasks are not subject to this regime.

Agencies, organizations and units shall base on the provisions of the Circular and the approved list of job positions to make a list and estimate the budget and submit it to competent authorities for consideration and decision.

Circular No. 23/2025/TT-BKHCN takes effect from the date of signing and promulgation. The support regime for the subjects specified in the Circular shall be implemented from August 15, 2025.
