On the morning of August 20, speaking at the ceremony to celebrate the 80th anniversary of the founding of the Government, General Secretary To Lam said that since the birth of the Democratic Republic of Vietnam, many generations of Government leaders, from the Central to the grassroots, have entered a challenging and difficult period, where everything was unfamiliar and difficult. It was in this harshness that the steely mettle of a Government of the people, by the people, for the people was forged.
"Comrades are both national administrators and soldiers on the front lines of governance and protection of the people's peaceful lives; both institutional architects and master craftsmen building the first institutions of a socialist rule-of-law state in extremely harsh conditions," the General Secretary affirmed.
The General Secretary pointed out that history has witnessed two great long-term resistance wars, where the nation's will crystallized into unparalleled strength. During those years, generations of government leaders and government agencies shouldered the entire national "machine" operating during the war: transforming scarce resources into the strength of the entire people; organizing production and logistics; coordinating policies, maintaining discipline; mobilizing intelligence, financial resources, and the people's hearts and strength for the frontline.
From "sharing a grain of rice in half" and "sharing a bowl of rice in half", the Government has realized the spirit of "being unchanging, responding to all changes": firmly pursuing the goal of independence and freedom, but being flexible, adaptable, and creative in all strategies.
"Those were the years when every directive document and every executive decision bore the mark of responsibility for the nation's life; where every inch of liberated land, every factory, construction site, village, hamlet, school, medical station, and cultural house built or restored after enemy bombings had the shadow of the 'locomotive bearers' in the Government apparatus," said the General Secretary.

Persistently laying the foundation for the country's transformation
The General Secretary also stated that from the first cautious steps to increasingly perfect institutional reforms, the Government apparatus over the periods has persistently laid the foundation for the country's transformation. Each five-year plan, each national target program, each strategic infrastructure project is a brick in the great work of building the Fatherland; each effort to reduce poverty, expand social security, universalize education and health insurance, modernize agriculture, and build new rural areas is a bridge so that no one is left behind.
On the foreign affairs front, the Government and the entire political system have firmly maintained the policy of independence, self-reliance, peace, friendship, cooperation and development; proactively and actively integrated into the international community; expanded partnerships; and made Vietnam a responsible member of the international community. New-generation free trade agreements, strategic infrastructure connections, highways, seaports, airports, industrial parks and high-tech zones are living proof of a Vietnam that changes every day.
According to General Secretary To Lam, behind the growth figures are the sweat, intelligence and dedication of countless national administrators from the central to local levels. Behind the transformation of the economy are sleepless nights of meetings, drafts written and rewritten, and persistent dialogues with businesses and people to find solutions that harmonize interests. Behind the approaching prosperity are the silent sacrifices of many generations of officials who keep themselves clean, respect the law, and put the interests of the nation and people above all else.
"On behalf of the Party, State and People, I would like to express my infinite gratitude to generations of Government Leaders and Government Agencies through the ages, who have contributed their sweat, blood, youth and even their lives to build the national administration and governance; I respectfully remember the comrades who have passed away, the heroes, martyrs, and predecessors who have devoted their whole lives to the Fatherland," the General Secretary emotionally said.
The General Secretary emphasized: "Gratitude is to remember, and remember is to continue. The Government's tradition can be summed up in a few words: courage - discipline - solidarity - integrity - action - creativity - efficiency - for the people."
The head of our Party said that each 5-year plan, national target program, infrastructure project, or poverty reduction policy, universal education, health insurance, and new rural construction are all concrete steps to "leave no one behind."
The General Secretary also expressed gratitude to generations of Government leaders - the "warm fire" that imparts experience and encourages the younger generation, so that today's cadres "remember the path and walk firmly in the most difficult times". He expressed his hope that previous generations will continue to accompany, contribute ideas and pass on national governance experience so that today's Government can inherit, promote and lead the country on the path of development.
