50 years ago, the Ho Chi Minh Campaign was victorious, the South was liberated, the country was reunited, a new era opened for the Vietnamese people - the era of peace, independence, unity, the whole country transitioned to socialism. As a choice of history, half a century after the liberation of the South, we have firmly entered a new era - the era of strong development and prosperity.
To create momentum, resilience, and consolidate the foundation for successfully implementing strategic goals in the new period, our Party is resolutely and urgently leading and directing the implementation of a new revolution - the revolution of streamlining and streamlining the organization of the political system.
Since the establishment of the government, under the leadership of the Party, our country has overcome countless hardships, winning one victory after another so that Vietnam "has never had the foundation, potential, position and international prestige as it does today". However, no victory is "paved with roses", but requires those who are committed to the revolution and Vietnamese patriots to be steadfast, persistent, and willing to sacrifice personal interests for the common goal of the whole nation.

The same is true with the current revolution of streamlining and reorganizing the apparatus. Although we do not have to confront colonial and imperialist enemies, it still requires each cadre, party member and the masses to be steadfast, courageous and responsible in the face of the demands of the nation's historical turning point.
The Party, the State, and all levels of government have determined the policy and developed a plan with a roadmap and specific steps, and made it public to all people. The purpose of the arrangement and streamlining is to improve the efficiency, effectiveness, and operational efficiency of the apparatus; reduce organizational units, reduce intermediate levels, and reduce staff; save budget expenditures, improve the quality of political tasks and serve the people and businesses, and at the same time expand the development space of each locality... Therefore, the arrangement and streamlining of the apparatus of the political system is an important, urgent task, of vital significance to the development of the country in the new period.
With the strong direction of the Party and State leaders, and the serious implementation of departments, ministries, branches and localities, according to information announced by the Central Propaganda and Mass Mobilization Commission in early March 2025, the work of streamlining and streamlining the organizational apparatus has achieved remarkable results: Reducing 4 Party agencies directly under the Central Committee; 25 Party executive committees; 16 Party delegations directly under the Central Committee; 5 National Assembly agencies; 5 ministries and 3 agencies directly under the Government; 30 general department-level focal points; 1,025 units at the department, division and equivalent levels; 4,413 focal points at the department, division and equivalent levels; 240 public service units. Along with that, localities have also reduced 466 departments, branches and equivalent levels; 644 delegations, Party delegations and Party executive committees; 3,984 units at the department level and equivalent levels; 27 directly superior party committees and grassroots party organizations. Currently, the arrangement of provincial-level administrative units, the reorganization of commune-level administrative units and the implementation of the two-level local government model are being urgently and drastically implemented.
Another important result is that the revolution of streamlining the organizational apparatus has received the consensus and support of a large number of cadres, party members and the masses; many people have reached a common understanding that this is the time, the historical opportunity to bring the country to strong development. The streamlining of our apparatus has also been highly appreciated by international friends, with some countries considering it a model for research and learning. In departments, ministries, branches and localities, in recent times, many officials with positions have voluntarily applied for early retirement to create conditions to speed up the progress and improve the quality and efficiency of the apparatus arrangement of their agencies, units and localities.
However, in reality, the process of reorganizing and streamlining the apparatus also raises issues related to aspirations, thoughts, and feelings, especially those of organizations and individuals directly affected. These are issues that have been assessed and anticipated by Party and State leaders and functional agencies in advance to develop appropriate mechanisms and policies to resolve them in a reasonable and reasonable manner. From another perspective, there are many positive opinions that the process of reorganization and streamlining is also an opportunity for many people to step out of their "comfort zone", demonstrating their mettle, ability, dynamism, and creativity in new fields and new environments. Regarding the issue of reorganizing provincial and commune-level administrative units, and not organizing district-level administrative units, public opinion also has concerns, such as which units should be merged with which units; how should the new provinces and communes be named; will the merger cause the history, traditions, and culture of the localities to be lost or eroded?...
It can be affirmed that the arrangement of administrative units has been carefully studied by competent authorities, ensuring that it is suitable for the socio-economic conditions of each locality, region, and area; with specific calculations and considerations of historical and cultural factors; with research and reference to the government models of a number of countries... It must also be frankly stated that satisfying everyone's wishes in the arrangement of administrative units is impossible and can easily lead to the situation of "cutting the plow in the middle of the road", while the demands from reality do not allow us to delay any longer, but on the contrary, we must make efforts and be urgent in the spirit of "running and lining up at the same time". Practice has also proven that historical sediments and traditional cultures have been deeply rooted and accumulated in each land, vividly present in daily life and social activities, always existing in the awareness and feelings of each person, and will last forever if each person knows how to preserve, promote, and spread them, and will not be easily lost just because of the merger or renaming of that land.
On the occasion of the 50th anniversary of the Liberation of the South and National Reunification, many people will surely remember the video clip that went viral on social networks, touching people's hearts, including the image of a toothless mother of a martyr, bursting into tears when remembering her sacrificed son, but still asserting: "If you keep your child, you will lose the country". Also on this occasion, a Lieutenant General, Hero of the People's Armed Forces shared with reporters that on April 29, 1975, on the way to liberate Saigon as a tank company commander, when his superior asked him: "Are you afraid of death?", without hesitation, he immediately replied: "Report, everyone is afraid of death, but the commander assigned the task, I am ready to complete it!". Then he was assigned the task of commanding the unit to advance to keep the bridge in front from collapsing, so that our troops could advance. He commanded 4 tanks of the unit to defeat 24 enemy tanks. The first moment after liberation, sitting on the tank, the first thing he thought of was going home to visit his parents. Although we know that all comparisons are lame, it is still necessary to explain like that to see that, at every moment requiring dedication to the Fatherland, the Vietnamese people are always ready to put aside their own interests. From the two stories above, we can further appreciate the profound meaning in the speech of General Secretary To Lam at the working session with the Economic-Social Subcommittee of the 14th National Party Congress on March 17, 2025. After sharing the people's feelings on the issue of arranging administrative boundaries, the head of our Party sent a message to everyone: "The country is the homeland!".
In order for the revolution to streamline and streamline the apparatus of the political system to be carried out effectively, along with promoting the responsibility of all levels, sectors, localities and functional agencies in organizing and implementing, it is necessary to propagate, educate and motivate each cadre, party member and people to agree, respond and actively participate with a constructive spirit and concrete and practical actions. At the same time, it is necessary to strictly implement the direction of the Party and State leaders on combating the ideology of profiteering, combating "lobbying" in the process of streamlining and arranging; combating the attitude of working in a half-hearted and waiting manner; combating the ideology of locality after the merger; combating the expression of saying one thing in the conference and another outside the conference... In particular, it is necessary to resolutely not let the activities of direction and administration as well as public services for the people be broken or interrupted during the process of arranging and streamlining; At the same time, it is necessary to select people with sufficient qualities, capacity, qualifications, and high responsibility to ensure that the political system operates effectively, efficiently, and effectively after the arrangement and streamlining...
The rapid steps of the armies 50 years ago brought about a peaceful, independent and unified Vietnam. At this historic turning point, each person, especially the cadres and party members, needs to uphold their courage and responsibility to firmly join the rapid steps of the revolution to rearrange and streamline the political system, contributing to bringing the country firmly into a new era - an era of wealth and prosperity.
