Some delegates agreed that the congress theme is an important content in the political report, so it needs to contain the main ideas that are thoroughly understood in the entire content of the political report and other reports in the congress documents. The requirement is to be concise, easy to remember, easy to implement; highlighting the most important elements, the biggest orientations. The theme is also a manifesto of action, the key political tasks of the Party Committee and people of Tuyen Quang province in the coming term.

Regarding the action motto, he basically agreed with the options of the outline to submit to the Provincial Party Executive Committee for comments. Regarding the content of evaluating the results of implementing key programs and breakthroughs, the Standing Deputy Secretary of the Provincial Party Committee suggested that the Political report should be fully and detailedly evaluated, clearly showing the development goals in the new term.

In the spirit of unity of the members of the Provincial Party Standing Committee, Standing Deputy Secretary of the Provincial Party Committee Le Thi Kim Dung requested the Document Subcommittee and the Content Editorial Teams to complete the Outline to submit to the Provincial Party Executive Committee meeting.

At the Conference, delegates also focused on giving opinions on the following contents: converting the purpose of using rice-growing land to implement projects in the province according to the provisions of Clause 2, Article 14 of the 2024 Land Law; the policy of allocating protective forests in the two communes of Phuc Son and Minh Quang; adjusting the sustainable forest management plan and the Project on ecotourism, resort and entertainment in protective forests for the period 2021 - 2030; Regulations on health insurance support levels for a number of subjects in the province; adjusting the career capital estimate for implementing the National Target Program on new rural construction that has not been fully disbursed in 2023 and has been transferred to 2024 (phase 2) and the estimate for 2024 (phase 1)... and a number of other important contents.
