According to the Report of the Ministry of Education and Training , the preferential allowance level according to the profession that teachers currently enjoy is from 25% to 70%, lower than the allowance level of civil servants working at public health facilities (from 30% to 100%); in which, the majority of teachers only enjoy an allowance level of 25% - 35% (about 76%) mainly concentrated in the plains and cities where the standard of living is higher than other regions;

Higher levels apply to special cases such as: teachers directly teaching Marxist-Leninist science and Ho Chi Minh Thought in universities and colleges receive 45%; teachers directly teaching in kindergartens and primary schools in mountainous areas, islands, remote and isolated areas receive 50%;

Teachers and educational administrators working at ethnic boarding schools, specialized high schools, schools and classes for the disabled and reformatory schools are entitled to 70%...

In addition, teachers who have participated in teaching and education and have paid compulsory social insurance for 5 years (60 months) are entitled to seniority allowance equal to 5% of their current salary plus leadership position allowance and seniority allowance exceeding the framework (if any). From the sixth year onwards, each year (12 months) is calculated with an additional 1%.

Thus, in the first 5 years of work, new teachers receive salaries according to salary coefficients and preferential allowances, without seniority allowances, so their total income is still low, thus, there is a large gap compared to experienced teachers even though their basic tasks are the same.

Specifically, the lowest salary of preschool teachers is about 6.6 million VND, primary school teachers is about 7.3 million VND, middle school, high school and university preparatory teachers is about 7.1 million VND; there is a huge gap compared to the highest salaries of teachers, respectively 20.6 million, 24.6 million, 28.5 million and 30.5 million; lower than the average salary of 7.7 million VND of workers in 2024.
