The objectives of the Action Plan are to ensure food safety of agricultural, forestry and fishery products; improve quality, increase product value through deep processing, reduce post-harvest losses; develop sustainable supply chains, increase consumption in the domestic market, expand export markets, improve the competitiveness of agricultural, forestry and fishery products of Lam Dong province; aim to develop a modern, efficient and sustainable agricultural sector.
Promote the development of safe production, ensure that 99% of agricultural product samples are analyzed for quality to meet food safety conditions, increase 2% of agricultural, forestry and fishery production and business establishments to be assessed and inspected. Continue to expand the area of production certified for sustainable safety in the province to 100,000 hectares; of which, the area of VietGAP, GlobalGAP reaches 8,500 hectares, the area of organic reaches 2,400 hectares, the area of 4C, UTZ certified coffee... reaches 89,100 hectares. Mobilize 6,000 more households to sign a commitment to produce food safety. Support and transfer the application of processing technology, upgrade quality, diversify products; seek and expand the development of consumer markets.
Develop at least 20 more value chains linking production with product consumption in the whole province, bringing the total number of chains in the province to 275 chains with 34,000 households participating, with a total output through the chain of 990,000 tons. Maintain the output of agricultural products consumed through contracts at 3,090 thousand tons, accounting for 70% of the total output of agricultural products in the whole province. The rate of agricultural products (vegetables, flowers, fruits) through preliminary processing and processing reaches 78%; of which, the output through processing reaches about 25%, the rate of post-harvest loss is reduced to about 13%.
Organize control of pesticide residues in agricultural products; strengthen propaganda work, take samples for quality testing (qualitative and quantitative analysis) in production areas, especially for production areas of households, members of cooperatives, cooperatives, and enterprises participating in the chain; ensure that the percentage of vegetable, fruit, and tea samples with pesticide residues exceeding the prescribed level (qualitative analysis) is <1.0%.
Strive to develop at least 29 more products recognized as 3-star or higher OCOP products by 2025; of which, 2 products are recognized as 5-star OCOP products. Over 90% of officials in charge of quality management, food safety, processing and market development of agricultural, forestry and fishery products at all levels are trained, coached, fostered and updated with knowledge on professional expertise in food safety.
Review and complete the policies and mechanisms issued in the province to create a favorable environment and motivation for people and businesses to produce and trade safe, quality and sustainable agricultural, forestry and fishery products towards international integration. Complete the organizational structure; improve the quality of human resources; ensure technical facilities and resources for quality management, food safety, processing and market development. Digital transformation and application of information technology in ensuring quality, food safety and processing and market development.
Synchronously and effectively deploy propaganda, dissemination of legal policies, information, and communication on food quality and safety, increased processing, and market development. Deploy work to ensure food quality and safety, increased processing, and market development. Proactively inspect, examine, post-inspecte, monitor, promptly detect, and strictly handle violations of regulations on food quality and safety in the production, processing, preservation, and trading of agricultural, forestry, and fishery products.
