Ensuring supply of goods during flood season

QTO - The rainy and stormy season is developing complicatedly in the Central provinces, the risk of disruption of traffic and supply of goods is always present. To ensure essential goods to serve people in all situations, many distribution and production units in the province have been implementing appropriate storage and transportation plans, proactively responding to increasingly extreme weather developments.

Businesses proactively stockpile goods

Co.opmart Quang Binh Supermarket is one of the units assigned to stockpile essential goods to serve people in Quang Tri province. Right from the beginning of the flood season, in addition to regular sales activities, the supermarket has proactively increased the amount of essential goods by 20% - 50%, such as rice, instant noodles, bottled water, milk and fast-moving consumer goods.

The unit also closely coordinates with suppliers to ensure abundant supply, stabilize the market, and prevent unusual price increases in any situation.

Mr. Nguyen Nhu Hau, representative of the Board of Directors of Co.opmart Quang Binh Supermarket, said: “We have prepared many flexible freight transport plans with support from the Ho Chi Minh City Union of Trade Cooperatives and the Co.opmart system nationwide. The supermarket has increased the frequency of importing goods, arranged additional storage areas right at the central warehouse and is ready to transfer goods from other areas when necessary. At the same time, we are promoting online sales and home delivery to people. The overall goal is to maintain a stable supply chain and fully serve people, even in conditions of prolonged storms and rain.”

Similarly, Thai Son Company Limited - a company specializing in supplying construction materials, has proactively stockpiled raw materials, increased production capacity and prepared flexible response plans. Mr. Nguyen Binh Son, Director of the company, shared:

“Since the beginning of September 2025, we have fully prepared raw materials for production. When necessary, the company will organize 3 continuous shifts to meet the needs of restoring houses and constructions after natural disasters. We are committed to not having shortages of goods, not increasing prices or speculating, and keeping the market stable according to the province's direction. In addition, the company also maintains a flexible supply channel through the online sales system, delivering to people in deep flooded areas, and signing long-term contracts with shipping units so that the supply chain is not interrupted.”

Tighten management, fight speculation and unreasonable price increases

Based on Directive No. 07/CT-BCT, dated March 20, 2025 of the Ministry of Industry and Trade , the Department of Industry and Trade of Quang Tri province issued Plan No. 07/KH-SCT, dated August 7, 2025. This is an integrated and unified plan for the entire province after merging the new administrative unit, aiming to proactively ensure the supply of essential goods during the rainy and stormy season, contributing to ensuring social security and market stability.

At the request of the Department of Industry and Trade, up to this point, the People's Committees of communes, wards and special zones have proactively developed plans to reserve essential goods, responding to short-term rescue tasks for local people according to the "4 on-site" motto.

According to the Department of Industry and Trade, the province currently has 7 supermarkets and 9 large distribution enterprises participating in the essential goods reserve system. These units are allocated goods by industry and product group, publicly listed prices, and apply convenient payment methods for consumers.

By the end of October 2025, businesses in the province had stockpiled about 79,200 boxes of instant noodles, 12,900 boxes of dry food, 500 tons of rice, 21,000 boxes of bottled water, 22,000m³ of gasoline, 20,850m³ of diesel, 2,000 corrugated iron sheets, 5,000 roofing sheets made of other materials, 2 tons of screws, 6 tons of steel wire and many other essential items to serve the urgent needs of the people. In addition, the People's Committees of communes, wards and special zones have also proactively arranged their own reserves to ensure timely supply when natural disasters occur.

Deputy Director of the Department of Industry and Trade of the province Dao Anh Tuan said: “As the unit assigned to carry out the task of reserving essential goods for natural disaster prevention, the department has assigned specific enterprises in charge of each locality. When a situation occurs, we will mobilize goods promptly, avoiding passivity and overlap. At the same time, we direct localities to develop detailed plans, ensuring that the supply of goods is not interrupted even in the most difficult circumstances.” According to Mr. Tuan, the plan to overcome the consequences of natural disasters is carefully calculated. Within 5-10 days after the storm, key enterprises will proactively supply rice, salt, cooking oil, fish sauce, roofing sheets, steel wires, etc. to help people quickly stabilize their lives and restore production.

The Department of Industry and Trade has also directed the Market Management Department to coordinate with functional forces, People's Committees of communes, wards and special zones to strengthen inspection and control of quality and prices of goods. Acts of taking advantage of natural disasters to hoard goods, speculate, and unreasonably increase prices for profit will be strictly handled according to regulations.

In addition to market monitoring, the authorities also stepped up propaganda and guided people to buy goods at reputable distribution points, limiting the situation of hoarding and hoarding goods that cause imbalances in supply and demand. With the initiative of businesses, the close direction of the government and functional sectors, the supply chain of essential goods in the province is maintained smoothly, even in complex natural disaster conditions. This is one of the important factors that helps people feel secure in responding, minimizing damage and quickly restoring their lives after storms.
