Building a two-level local government, while simultaneously merging many administrative units into new, much larger administrative units, is both an opportunity and a challenge in the process of digital transformation implementation.
Recently, a 90-day campaign to enrich and clean up land data has been launched to complete the land database, helping people benefit directly from administrative procedure reform and digital transformation in the land sector. Some localities require people to go directly to the headquarters to submit copies of ownership documents. In other places, people can submit through the residential group or neighborhood. There is another option that many people expect when the Ministry of Public Security and the Ministry of Agriculture and Environment are building a utility on the VNeID application for people to provide information themselves and check and verify information about land and housing owners through the VNeID application.
Providing multiple options for people to carry out administrative procedures, with priority given to digital applications, is a reasonable solution, consistent with current Vietnamese practices. Currently, in addition to the community technology team model, many localities have also established "digital literacy" teams at the grassroots level. Localities need to effectively exploit the role of these teams when it is necessary to deploy state management work in the digital environment. They are the ones who can reach people in remote areas and groups that are technologically disadvantaged.
However, to effectively implement digital government, digital applications must truly be terminal tools, acting as a "one-stop shop" that directly interacts with citizens, helping them carry out procedures quickly, transparently and conveniently. These applications need to be guaranteed to operate smoothly 24/7, especially minimizing overload. At the same time, digital applications - connected to national or specialized databases - must be updated with new information and data; if not in real time, then as soon as possible.
It is also necessary to focus on solving the problem of slow data updates and overload on the VNeID platform. It is possible to consider researching solutions to separate the VNeID login and paper wallet presentation from other utilities to increase efficiency and system stability.
