According to the report, by the end of November, the total budget revenue in Bao Loc City reached 2,430 billion VND, reaching 76% of the annual estimate, equal to 90% compared to the same period. Of which, the revenue managed by the province was 1,793 billion VND, reaching 91% of the annual plan; the revenue managed by Bao Loc City was 637 billion VND, reaching 52% of the annual plan.
The budget revenue of Bao Loc City is low due to many objective reasons. In particular, the implementation of the revenue estimate in the context of a sharp decline in the real estate trading market has led to a sharp decrease in the management of personal income tax collection from asset and real estate transfers; registration fees for cars and motorbikes have also decreased. While these revenues account for a high proportion of the total state budget revenue in the area.
Along with that, the production and business situation is unstable, the management enterprises are small in scale. On the other hand, the business capital is narrowed due to the tight financial and banking management mechanism, so it is very difficult. Enterprises and business households in Bao Loc City have low tax revenue and some enterprises have unpaid land rent that cannot be recovered.
Currently, to achieve the estimated state budget revenue in the area according to the province's target in 2023, Bao Loc City must ensure a revenue source of 709 billion VND in December. Of which, the revenue managed by the province is 230 billion VND and the revenue managed by the city is 479 billion VND. Particularly, the revenue managed by Bao Loc City includes 435 billion VND from houses and land; 37.8 billion VND from taxes and fees; 5 billion VND from financial measures and 1.5 billion VND from mineral exploitation licenses.

At the working session with Bao Loc City on the morning of December 12, Director of Lam Dong Tax Department Tran Phuong requested: Bao Loc - Bao Lam Tax Department continues to strengthen inspection, review and implement measures according to regulations to ensure State budget revenue according to the province's assigned target in 2023. In particular, focusing on measures to effectively implement revenue from houses and land of 435 billion VND; focusing on activities in the field of basic construction, leasing of land use premises and collecting distributed taxes for enterprises with branches in the area.
Tax teams focused on advising wards and communes in the city to resolutely handle lingering tax debts by seizing assets; continue to implement anti-tax loss work to ensure revenue sources.
For the real estate sector, continue to resolutely implement the work of preventing tax losses and handling tax debts; at the same time, apply appropriate enforcement measures according to the provisions of the Law on Tax Administration to ensure revenue sources; coordinate with the Department of Natural Resources and Environment and the Land Registration Office to review tax and fee debts from real estate for collection in December.
Chairman of Bao Loc City People's Committee Nguyen Van Phuong requested relevant agencies, units, wards and communes to coordinate with Bao Loc - Bao Lam Tax Department to effectively implement solutions and measures to strive to complete the task of collecting the State budget in the area. In particular, focusing on monitoring revenue sources in wards and communes that have completed the budget estimate but still have revenue to deploy. During the implementation process, if wards and communes are found to transfer revenue to the following year, they must promptly report to Bao Loc City People's Committee for handling measures according to regulations.
