Arrest of a subject who forged seals and fraudulently "ran" for public security positions

Ha Thi Thu Thuy falsely stated that she had many connections and could arrange for Ms. Oanh’s child to be “considered for employment” in the police force at a cost of 500 million VND. Thuy then forged a “Notice of professional examination results”, forged the seal and signature of the Dak Lak Provincial Police Department leader and gave it to Ms. Oanh.

On the evening of April 25, the Criminal Police Department, Dak Lak Provincial Police, announced that the unit had just issued a decision to temporarily detain Ha Thi Thu Thuy, born in 1976, residing in Ea Tam Ward, Buon Ma Thuot City, to expand the investigation and handle the act of forging seals and documents of agencies and organizations and fraud and appropriation of property.

According to the initial investigation results, at the end of 2024, due to debts to many people, Thuy had the intention of defrauding and appropriating property. In November 2024, through social relationships, Thuy became acquainted with a woman named Oanh, residing in Dak Lak province. Thuy gave false information that she had many relationships and could arrange for Ms. Oanh's child to be "considered for employment" in the police force at a cost of 500 million VND, promising that there would be results by early April 2025, otherwise the money would be returned.

Believing Thuy, Ms. Oanh mortgaged her house and borrowed money from everywhere to give Thuy a total of more than 540 million VND.

By mid-April 2025, not seeing her child being considered for “staffing”, Ms. Oanh kept calling Thuy to ask. On April 18, 2025, Thuy forged a “Notice of professional review results”, forged the seal and signature of the Dak Lak Provincial Police leader and gave it to Ms. Oanh. Suspecting that the documents were fake, Ms. Oanh reported it to the police.

The police force has temporarily detained Thuy to serve the investigation and handling of the act of forging seals and documents of agencies and organizations and fraud and appropriation of property. Searching Thuy's residence, the police force seized many documents and exhibits related to the crime.

It is known that Thuy had a previous conviction of 18 years in prison for fraud and appropriation of property , and was released in 2022.
