This morning, February 4th, at the Party Central Headquarters, General Secretary To Lam chaired a meeting of the Party Central Secretariat to assess the implementation of Directive No. 40-CT/TW of the Party Central Secretariat on organizing the Lunar New Year celebration in 2025; and to direct a number of key tasks of the Central Committee and Party committees at all levels in the coming period.

The conference assessed that Party committees and authorities at all levels had proactively and promptly organized the dissemination and serious and full implementation of the directives of Directive No. 40-CT/TW; and had made good preparations to serve the people in celebrating Tet in a joyful, healthy, safe, and economical manner with the spirit of "Everyone, every family should have Tet".
Tet gifts were given to over 13.5 million people.
The Lunar New Year of the Snake 2025 took place in a warm and safe atmosphere, with beautiful weather favorable for spring outings and New Year greetings. The whole society enjoyed a joyful and enthusiastic atmosphere as they welcomed the new spring and celebrated the 95th anniversary of the founding of the Party (February 3, 1930 - February 3, 2025) with renewed vigor and high expectations for the major, revolutionary decisions of the Party and State in the past year.
Party and State leaders, leaders of Party committees, governments, and the Fatherland Front at all levels promptly visited, extended New Year greetings, and presented gifts to policy beneficiaries and workers who could not return home for Tet; they also visited and encouraged people in remote, disadvantaged areas and the forces on duty during Tet.
Social policies during Tet were implemented "correctly, adequately, and promptly." Local authorities provided support and Tet gifts to over 13.5 million beneficiaries with a total budget of nearly 8,000 billion VND.
The market was abundant with goods of assured quality, preventing shortages and price spikes. Transportation, electricity, and communication services were generally smooth. Traffic safety, fire prevention, and food safety and hygiene showed significant improvements compared to previous Tet holidays. Forces maintained strict duty rosters, constantly monitoring and understanding the situation, and promptly and effectively handling any incidents, avoiding any unexpected situations. The political security, order, and social safety situation nationwide during Tet remained stable; there were no unusual developments or complex and serious incidents.
Localities, agencies, units, and businesses all organized on-call duty during the Tet holiday, launching production at the beginning of the year with enthusiasm and high determination. This year's Tet saw a higher number of national key projects and constructions working and constructing throughout the holiday, organizing "3 shifts, 4 teams" such as the North-South Expressway, Long Thanh International Airport, and Tan Son Nhat Terminal 3… Some localities took care of and created favorable conditions for many businesses with tens of thousands of workers in industrial zones.

Concluding the conference, General Secretary To Lam commended and highly appreciated the efforts of all levels, sectors, agencies, units, and localities in seriously and effectively implementing Directive No. 40 on organizing the Lunar New Year of the Year of the Snake 2025; emphasizing that the success of the Lunar New Year activities is a favorable starting point for a new year full of success for the country.
Maximizing the positive effects of Decree 168
General Secretary To Lam also noted several issues that need to be evaluated and lessons learned to improve: Building on the positive effects of Decree 168, it is necessary to continue strengthening traffic safety and order, fostering a sense of strict adherence to traffic laws; implementing comprehensive solutions to reduce traffic congestion and accidents; continuing to intensify the crackdown on crime, especially online fraud and crimes exploiting festivals, preventing complex criminal activities from recurring after the Lunar New Year; conducting a comprehensive assessment of consumer demand and purchasing power during the Tet holiday to develop solutions for production management, market orientation, and stimulating domestic consumption...

Regarding key tasks for the coming period, the General Secretary basically agreed with the nine groups of tasks already outlined. He requested that agencies, units, and localities immediately begin work after the Tet holiday, avoiding prolonged holiday breaks and neglect of work, focusing on completing tasks for February 2025 and the first quarter of 2025 on schedule; organizing early year festivals safely and economically, and strictly dealing with any forms of exploitation or distortion.
Ministries, departments, and localities should focus on implementing Conclusion No. 121-KL/TW dated January 24, 2025, of the Central Committee on summarizing Resolution 18-NQ/TW and the plan for reorganizing the political system's apparatus, ensuring that agencies, after reorganization, immediately begin operations without interruption or neglect of tasks; continue to do a good job in political and ideological education; and effectively implement policies and regulations for cadres, civil servants, public employees, and workers affected by the reorganization of the apparatus.
The General Secretary requested thorough preparation of the contents for the February 2025 National Assembly session, especially those related to organizational restructuring and addressing institutional difficulties and obstacles; accelerating the implementation of Resolution No. 57-NQ/TW on breakthroughs in the development of science, technology, innovation, and national digital transformation, especially tasks to be completed in the first quarter of 2025; and resolutely implementing policies and solutions to achieve GDP growth of over 8% in 2025, creating momentum for double-digit growth in the 2026-2030 period. All levels and sectors should immediately implement solutions to disburse public investment and remove bottlenecks to promote socio-economic development.
The General Secretary emphasized the continued leadership and guidance in implementing Directive No. 35-CT/TW, dated June 14, 2024, and the revised contents regarding party congresses at all levels leading up to the 14th National Congress of the Party; effectively utilizing the software to monitor the progress of party congresses at all levels through the VneID application; strengthening propaganda work, guiding public opinion, consolidating trust and social consensus on national development goals; and effectively combating false and hostile narratives, harmful and toxic information, especially in the online environment.
