On May 23, the leader of Kien Giang Provincial Police said that he was directing Phu Quoc City Police to verify and handle the criminal complaint of Mr. Ha Thanh Hung (born in 1988, residing in Duong Dong Ward, Phu Quoc City), accusing Senior Lieutenant NVH - a police officer of Duong Dong Ward - of committing acts of torture causing serious injuries to him.
According to Mr. Hung’s criminal complaint, at around 9 p.m. on February 4, he and a friend went to the Luong Son Group restaurant (Nguyen Chi Thanh Street, Duong Dong Ward, Phu Quoc City) to eat. There, Mr. Hung and his friend got into a fight with the restaurant staff.

Images taken from security cameras and recorded by customers show that after the argument, Mr. Hung was hit several times on the back of the neck and head with his bare hands by a male employee. Mr. Hung hit a female employee in the face. At this time, the ward police were also present.
Mr. Hung said that at about 10 p.m. that same day, he was handcuffed and escorted to Duong Dong Ward Police Station for questioning.
"Here, the ward police officer, Senior Lieutenant NVH, dragged me into the room, turned off the lights, and kicked and stomped me about 20 times very hard on the hips and stomach. I fainted for a while and when I woke up, I saw that Mr. H. had removed my handcuffs. I hugged Mr. H.'s legs and said: "Don't hit me anymore, I didn't do anything wrong." Mr. H. continued to kick me hard on the chin...".
According to Mr. Hung, immediately after that, Mr. H. took him outside, handcuffed one hand to a chair, and then asked him to sign a pre-recorded report stating that Mr. Hung had beaten Ms. Muoi (a restaurant employee) and broken her nose.
"I refused to sign, so Mr. H. hit me in the face, pulled my handcuffs down to the chair, and kicked me twice in the chest, forcing me to sign. I said if he hit me again, I would bang my head and commit suicide because the pain was unbearable. Mr. H. took out his phone to record a video and told me to stop banging my head, then left."
At around 11:30 p.m. the same day, Mr. Hung's wife went to Duong Dong Ward Police Station to bail him out and take him to the hospital for treatment.
In the injury certificate No. 30 dated February 10, 2023 of Phu Quoc City Medical Center, Mr. Hung was diagnosed with fractures of ribs number 7 and 8 on the left side; fracture of rib number 8 on the right side; bruises and swelling in the right eyelid area; bruises on the chin; scratches, bruises on the chest area, bruises on the left arm, right forearm; bruises on both wrists; bruises on both sides of the back; chest pain, difficulty breathing...
In the forensic examination conclusion announcement dated April 11 signed by Lieutenant Colonel Le Minh Chanh - Deputy Head of the Investigation Police Agency of Phu Quoc City Police (based on the conclusion of the examination No. 211 dated March 30, 2023 of the Forensic Center of Kien Giang province), it was concluded that Mr. Hung had broken ribs No. 7, 8 on the left and No. 7, 8 on the right; the body injury rate was 8%.
Speaking over the phone with a reporter from Nguoi Lao Dong Newspaper, Colonel Nguyen Van Han - Director of Kien Giang Provincial Police, said: "I have learned about this incident and am monitoring it, directing Phu Quoc City Police to verify and handle it."
Previously, regarding this case, after receiving Mr. Hung's complaint, the People's Procuracy of Phu Quoc City issued Document No. 14/PC-VKSPQ signed on March 20, 2023 to transfer the case to the Phu Quoc City Police Investigation Agency, requesting to handle it according to its authority and report the results to the People's Procuracy of the City. However, to date, the results of the handling have not been made public.
