Nghe An Provincial Party Secretary: Proactively, resolutely, and promptly deploy measures to respond to and overcome flood consequences

Faced with the complicated flood situation, Provincial Party Secretary Nguyen Duc Trung requested Party committees, authorities, agencies and units to focus on response and overcoming consequences in a proactive and drastic spirit with the motto "4 on-site", ensuring absolute safety of people's lives and property.

On the afternoon of July 23, Comrade Nguyen Duc Trung - Secretary of the Provincial Party Committee chaired a meeting of the Provincial Party Standing Committee to direct the response to storm No. 3, floods caused by storm circulation and deploy important tasks.

Attending the meeting were comrades: Hoang Nghia Hieu - Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; Le Hong Vinh - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; representatives of leaders of relevant departments, branches, sectors and units.

Timely response to floods caused by storm circulation

Due to the impact of storm No. 3, heavy to very heavy rains occurred in Nghe An province, causing floods, inundation, and landslides. Rainfall measured at Hydrometeorological Stations from 7:00 p.m. on July 21 to 7:00 p.m. on July 22 was generally from 100mm to 200mm, with some places exceeding 250mm.

In addition, due to the large water flow from upstream, it has caused widespread flooding, landslides, isolation, and flooding of many mountainous communes, and infrastructure has been washed away and severely damaged, seriously affecting people's lives.

Strictly implementing the direction of the Prime Minister, the Ministry of Agriculture and Environment , Nghe An province has issued many telegrams and notices to proactively respond to storm No. 3 and floods caused by storm circulation; urgently mobilize all forces and means to support the evacuation of people and property to safety.

Provincial leaders have organized many delegations to inspect the preparation work for storm No. 3 in some key and vulnerable areas; inspect the operation work at Ban Ve Hydropower Company and direct the overcoming of natural disaster consequences in some localities. The operation of inter-reservoirs and hydropower flood discharges were carried out smoothly and in accordance with procedures, contributing to reducing floods in the downstream areas.

Up to this point, the damage statistics are incomplete because many localities and units are isolated, without power, without communication, and have not been able to report. Initial records in the province show that there are 3 dead, 1 missing, 4 injured, 417 damaged houses, and 3,237 flooded houses.

As of 11:00 a.m. on July 23, 2025, the communes have evacuated thousands of households to safe shelters. Up to now, many communes are isolated, cut off and completely without power, such as: Tuong Duong 21 villages, hamlets; Tam Quang 29 households; Muong Xen 9 blocks and hundreds of households in the communes: Chau Khe, Huu Khuong, Keng Du, My Ly, Huu Kiem, Bac Ly, Muong Tip, Nhon Mai, Tam Quang, Con Cuong.

In addition, the whole province has 45 landslide points; 1,522m of road length collapsed and damaged; 49 landslide and traffic jam points; 56 traffic jams; 3 suspension bridges washed away and many damages to agriculture, industry, education...

At the meeting, leaders of departments and branches reported specifically on the work that has been implemented and measures in the coming time to overcome the consequences of natural disasters in some localities.

Further analyzing the causes of flooding, Chairman of the Provincial People's Committee Le Hong Vinh said that propaganda work had been carried out promptly, the operation of inter-reservoirs, especially at Ban Ve Hydropower Plant, had been carried out in accordance with procedures. Although many communes were isolated and cut off, there was no shortage of food for the people.

Discussing response solutions, the Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council said that it is necessary to ensure food for the people, and when the water recedes, the health sector will support and guide the environmental treatment and clean water for the people. The military and police sectors mobilize forces to actively support the government and people in responding promptly, especially in overcoming the consequences of floods.

At the same time, localities are required to deploy response and recovery work with the motto "4 on-site"; strengthen propaganda work so that the whole society and people can unite to overcome difficulties. In the coming time, research will be done to relocate households in landslide-prone areas to safe places...

Ensure maximum safety of people's lives and property

Concluding the meeting, Secretary of the Provincial Party Committee Nguyen Duc Trung, on behalf of the Standing Committee of the Provincial Party Committee, acknowledged and highly appreciated the proactiveness and positivity of the Provincial Party Committee and the Provincial People's Committee in leading and directing the response to storm No. 3 and floods caused by storm circulation in communes in the western region of Nghe An, thereby contributing to limiting the damage that occurred.

Departments, branches and localities have actively and proactively participated. Propaganda work by press agencies, cadres, party members and people has been carried out promptly.

In particular, the leadership and direction of the Party Committee and the new communal-level government are very active, close to the work and deploy the work quickly, closely following the direction of the Secretariat to not be subjective, proactively respond promptly to the situation of rain, flood and inundation, basically ensuring the safety of people's lives and property and the State.

Emphasizing that the situation of rain, floods and inundation in the coming days will continue to be complicated, to ensure timely and effective response and recovery, Secretary of the Provincial Party Committee Nguyen Duc Trung, on behalf of the Standing Committee of the Provincial Party Committee, requested the Provincial Party Committee, the Standing Committee of the Provincial Party Committee to lead the Provincial People's Committee to focus on leading and directing departments, branches and localities within the affected area to organize 24/24h duty, and have the highest level of recovery plans, first of all according to the motto "4 on-site".

In particular, ensure absolute safety of people's lives and property, minimize damage to property of people, businesses, and the State; continue to review residential areas along rivers, streams, areas at risk of flash floods, inundation, landslides, including downstream communes to have timely plans to evacuate people to safety, and carry out enforcement if necessary. Mobilize forces to support the evacuation of people and property when requested.

Provincial Party Secretary Nguyen Duc Trung requested the Provincial Party Committee to lead the Provincial People's Committee to direct communes to focus on mobilizing the local political system to effectively respond to and overcome consequences; deploy forces, increase patrols and guard at key locations; be ready to support traffic safety at culverts, areas with rapid water flow, landslide areas, and resolutely not allow people and vehicles to pass through. Propagate and mobilize people to implement safety measures during and after floods.

At the same time, there are timely rescue measures, approaching locations and residential areas in communes, villages and hamlets that are isolated and cut off to ensure the supply of necessities to the people. There are plans to ensure environmental sanitation, disinfection, disease prevention, food hygiene and safety, and environmental cleaning after the water recedes.

Direct hydropower plants to monitor and strictly implement flood discharge procedures and promptly notify localities, thereby promptly informing people in affected areas. If necessary, report to the Provincial Steering Committee for Natural Disaster Prevention and Control - Search and Rescue and Civil Defense, the Provincial Fatherland Front for timely direction and reporting to the Central agency.

Assign leaders of the Provincial People's Committee, departments and branches to go to key areas to lead, direct, inspect, urge, promptly visit and encourage people and deploy response and recovery work for damage caused by floods and inundations.

For military, border and police forces, continue to proactively deploy forces, ensure response plans, overcome and support people, and ensure security and order during floods.
