Biden and Sunak strengthen cooperation on Ukraine, clean energy and AI

The leaders issued an “Atlantic Declaration” and expect it to serve as a framework for the two countries on developing emerging technologies, protecting technologies critical to national security and other economic security issues.

“We will put our values ​​first,” Biden said as the two leaders began talks in the Oval Office. He later added at a joint news conference that the agreement would help both countries “adapt and upgrade our bilateral partnership to ensure our nations remain leaders in a rapidly changing world .”

As part of the announcement released on Thursday, the two sides will launch talks on using minerals from the UK in the production of electric vehicles. The US administration has also opened talks with the European Union and struck a deal with Japan on using some key raw materials for electric vehicles.

Mr Biden and Mr Sunak have had four face-to-face meetings since Mr Sunak became British prime minister last October, but the talks in Washington have given the two leaders their most sustained interaction to date.

Mr Sunak acknowledged that both he and Mr Biden were facing difficult times. The visit to Washington was Mr Sunak's first since becoming British prime minister.

“Our economies are experiencing perhaps the biggest transformation since the Industrial Revolution as new technologies offer incredible opportunities, but also give our competitors more tools,” Mr Sunak said.

The Russia-Ukraine conflict is also on the agenda. The US and UK are the two biggest aid donors to Kiev and have played a central role in a long-term effort announced last month to train Ukrainian pilots to fly F-16 fighter jets.

Mr Biden reiterated his confidence that the US Congress would continue to provide funding to Ukraine as needed. “The United States and the United Kingdom have stood together to support Ukraine,” Mr Biden said at the start of their meeting.

Chancellor Sunak has said he is keen to make the UK a major player in artificial intelligence and has announced that his government will bring together politicians, scientists and tech CEOs for an AI safety summit next autumn.
